Gadeokdo Airport Complex City Blueprint Unveiled… Public Inspection and Resident Briefings to Be Held

Busan Metropolitan City, led by Mayor Chun Jae-soo, announced that it has prepared the Proposed Designation of the Gadeokdo Airport Complex City Free Economic Zone and the Draft Strategic Environmental Impact Assessment, which are being pursued in connection with the construction of Gadeokdo New Airport, and will make them available for public inspection from today, Aug. 26, through Sept. 23.

Through the public inspection, Busan Metropolitan City will disclose the proposed designation of the Gadeokdo Airport Complex City Free Economic Zone and the draft Strategic Environmental Impact Assessment and gather opinions from local residents.

In accordance with Article 13 of the Environmental Impact Assessment Act, resident briefings will be held at 2:00 p.m. on Sept. 7 and 8 at the main auditorium of the Gangseo-gu Office in Busan and the Ungdong 2-dong Administrative Welfare Center in Jinhae-gu, Changwon, respectively.

At the briefings, Busan Metropolitan City will explain the progress of the project to date and its future implementation plans to local residents.

Busan Metropolitan City formulated the proposed development plan for the Gadeokdo Airport Complex City based on the master plan for Gadeokdo New Airport and finalized the plan following three rounds of consultation with the Ministry of Trade, Industry and Energy in 2025.

The proposed development plan includes the construction of a new waterway to restore the flow of water blocked by the Dongseon Seawall, as well as the creation of a lake park to help prevent disasters and strengthen waterfront functions. It also presents an urban vision featuring pedestrian parks extending east–west and north–south, enabling people to travel through the area without cars.

Busan Metropolitan City also incorporated into the development plan opinions gathered through regular public-private consultative meetings with local residents.

The proposed Free Economic Zone designation is available for public inspection at Busan Metropolitan City, the Gangseo-gu Office, and the Gadeokdo-dong Administrative Welfare Center. Written opinions may be submitted during the public inspection period.

The draft Strategic Environmental Impact Assessment is available for public inspection at Busan Metropolitan City, the Gangseo-gu Office, the Gadeokdo-dong Administrative Welfare Center, Changwon City Hall, and the Ungdong 2-dong Administrative Welfare Center. Written opinions may be submitted through Oct. 2.

Busan Metropolitan City plans to review whether to incorporate opinions submitted during the public inspection, consult with relevant administrative agencies, and apply to the Ministry of Trade, Industry and Energy for designation as a Free Economic Zone within this year.

The City will then seek to finalize and officially announce the Free Economic Zone designation and development plan in 2027 following deliberation and approval by the Ministry of Trade, Industry and Energy’s Free Economic Zone Committee.

Once the Free Economic Zone designation and development plan are finalized, the City plans to move forward in earnest with the Gadeokdo Airport Complex City development project, beginning with compensation and related procedures.

Park Jae-hong, Director General of the New Airport Promotion Headquarters, said, “Through the public inspection and resident briefings, we will address local residents’ questions about the Gadeokdo Airport Complex City development project and thoroughly gather and reflect their opinions.”

He added, “We will carry out the project without disruption so that the Gadeokdo Airport Complex City can establish itself as a new growth hub for Busan.”
