Busan Metropolitan City Convenes Labor-Management-Civic-Government Council Plenary Meeting, Joining Forces to Realize Busan as a Maritime Capital

Busan Metropolitan City, led by Mayor Chun Jae-soo, announced that it will hold the 2026 Busan Labor-Management-Civic-Government Council plenary meeting today, August 25, at 4:00 p.m. in the conference room on the 26th floor of Busan City Hall.

Twenty council members are expected to attend, including Mayor Chun Jae-soo, who chairs the council; Lee Hae-su, Chair of the Federation of Korean Trade Unions Busan Regional Headquarters; Kim Gwang-su, Chair of the Busan Employers Federation; Kim Jun-hwi, Head of the Busan Regional Employment and Labor Administration; representatives of relevant organizations; experts from various fields; and civic groups.

The Busan Labor-Management-Civic-Government Council is a social dialogue body composed of representatives from labor, management, experts in labor and labor-management relations, citizens, public officials, and other sectors. It deliberates and discusses regional labor and employment issues.

The meeting has been organized to jointly assess labor and employment issues arising from recent changes in the employment and industrial environment and to identify effective response measures through research and discussion.

The meeting will proceed with reports on the outcomes of the 2025 Regional Labor-Management-Civic-Government Win-Win Cooperation Support Program and the key components of the 2026 program; a research report on the impact of extending the retirement age and mutually beneficial employment measures to expand job opportunities for young people in Busan; a research report on a city-district industrial safety survey and measures to reduce disparities across Busan Metropolitan City; and deliberation on the proposed Labor-Management-Civic-Government Joint Declaration.

First, participants will share the outcomes of 15 projects in six areas carried out under the 2025 Regional Labor-Management-Civic-Government Win-Win Cooperation Support Program and receive a report on the implementation status and key details of 22 projects in six areas currently underway this year.

A promotional video introducing this year's program, planned and produced by students in the Department of Advertising and Public Relations at Dongseo University from the perspective of young people, will also be presented at the meeting.

The City will then share progress on two research projects being conducted with specialized research institutions to develop effective responses to recent labor and employment issues and will gather feedback from council members.

The study on the impact of extending the retirement age and mutually beneficial employment measures to expand job opportunities for young people in Busan is analyzing how a future extension of the retirement age, amid rapid population aging and a shrinking working-age population, could affect local employment. The study also seeks to develop mutually beneficial employment measures that take into account both employment stability for older workers and expanded job opportunities for younger people.

The study on a city-district industrial safety survey and measures to reduce disparities across Busan Metropolitan City aims to create safer workplaces by comparing and analyzing industrial accident trends and industrial safety management conditions in each district and county, identifying region-specific safety vulnerabilities, and establishing a foundation for systematic management.

At the meeting, the City will explain the background, scope, and progress of the two research projects and plans to complete the studies in November after incorporating feedback from council members.

Finally, labor, management, civic representatives, and government will deliberate on the Busan Labor-Management-Civic-Government Joint Declaration aimed at realizing "Busan as a Maritime Capital, a Hub of Great Future Transformation Driven by Safe Workplaces and Quality Jobs," after which representatives from each sector are scheduled to sign the declaration.

The joint declaration will set out specific commitments for each of the labor, management, civic, and government sectors to build a culture of mutually beneficial labor-management relations in which the value of work is respected in safe workplaces for all citizens and businesses and workers grow together.

Mayor Chun Jae-soo said, "For businesses to thrive over the long term, the people who work for them must first be safe and properly respected. Achieving this requires labor, management, civic representatives, and government to work together in their respective roles."

He added, "Busan Metropolitan City will provide proactive support with a strong sense of responsibility so that safe workplaces and quality jobs can serve as a solid foundation for the sustainable growth and development of Busan as a maritime capital."
