Busan Metropolitan City Selected for Ministry of Land, Infrastructure and Transport’s Korea-Spain Bilateral Cooperative International Joint Research Program

Busan Metropolitan City, led by Mayor Chun Jae-soo, announced that it has been selected for the Korea-Spain Bilateral Cooperative International Joint Research Program led by the Ministry of Land, Infrastructure and Transport and administered by the Korea Agency for Infrastructure Technology Advancement. The city will participate in developing and demonstrating technologies for predicting disaster risks to national infrastructure using artificial intelligence (AI), geographic information systems (GIS), and related technologies.

The research will be conducted from July 2026 through December 2028 through a joint government-industry-academia-research collaboration. Its goal is to develop technologies that use AI to analyze diverse data related to urban areas and national infrastructure and to predict and manage disaster risks in advance.

Busan Metropolitan City will provide urban and disaster-related data and will assess the feasibility of demonstrating the technologies in Busan and applying them to policy and administrative functions.

In particular, the city will use Busan’s urban, spatial, and disaster-related data to assess the technologies’ applicability at the local level. The technologies are expected to support proactive, data-driven disaster and safety management by analyzing risk levels in disaster-vulnerable areas and major infrastructure facilities.

The city will also explore ways to analyze and visualize disaster risks using geospatial information so that relevant information can be understood more effectively and used for data-driven administration that supports policymaking and decision-making in the disaster and safety sector.

By combining domestic technologies with advanced technologies from Spain, the research is significant in that it will strengthen international technological cooperation in disaster and safety while validating the effectiveness of the technologies through application in real-world urban environments.

Busan Metropolitan City will connect advanced technologies accumulated through the research process, including AI and geospatial information technologies, as well as experience in international cooperation, with efforts to address local urban challenges. The city will also continue to assess the potential for applying the research results to public administration.

Meanwhile, Busan Metropolitan City is also participating in the Korea-UK Bilateral Cooperative International Joint Research in Land, Infrastructure and Transport as part of a consortium with Pusan National University and Busan Techno Park.

The Korea-UK joint research aims to jointly develop technologies through technical exchange with the United Kingdom, including improving the accuracy of decision-making models that support transportation planning and developing related systems. Pusan National University is responsible for jointly developing transportation planning models, Busan Techno Park for designing demonstration scenarios, and Busan Metropolitan City for providing analytical data and validating the demonstration system.

Through its participation in the Korea-Spain Bilateral Cooperative International Joint Research Program, Busan Metropolitan City plans to expand the scope of international technological cooperation from the transportation sector to the disaster and safety sector and to continue building a foundation for applying advanced overseas technologies and domestic technologies to real-world urban challenges and public administration.

Mayor Chun Jae-soo said, “As disaster risks become increasingly complex due to climate change and growing urban density, it is important to strengthen our capacity for proactive disaster response using artificial intelligence and data.”

He added, “Through this international joint research, we will work actively to ensure that Busan’s urban and disaster-related data can be combined with advanced technologies to enhance public safety, while continuously strengthening the city’s capacity for data-driven urban management through international technological cooperation.”
