Busan Metropolitan City Seeks Solutions at Business Sites, Launching “Culture, Youth and Industry” Innovation in Western Busan Industrial Complexes

Busan Metropolitan City, led by Mayor Chun Jae-soo, announced that it will hold the “100-Day Livelihood Partnership Roundtable” with companies from industrial complexes in Western Busan today, August 24, at 3:00 p.m. in the second-floor conference room of the Korea Industrial Complex Corporation in Gangseo-gu.

Around 20 representatives from companies in Western Busan industrial complexes will attend, including Mayor Chun Jae-soo; Yang Jae-saeng, Chairman of the Busan Chamber of Commerce and Industry; Lee Nam-gyu, Chairman of the Management Association of the Noksan National Industrial Complex; and Kim Yun-gi, Chairman of the West Busan Smart Valley Management Corporation.

The “100-Day Livelihood Partnership Roundtable” was organized to hear directly about the difficulties companies experience at industrial sites and to jointly explore measures to strengthen the competitiveness of industrial complexes in Western Busan and support the sustainable growth of businesses.

At the roundtable, participants will exchange a wide range of field-oriented views on ways to support corporate production activities and improve working conditions, including the establishment of a shared platform for pilot production and evaluation equipment for future mobility electrification components, the development of Busan-style smart factories, solutions to parking shortages, and the expansion of everyday convenience facilities.

Before the roundtable, Mayor Chun will visit GB Light Co., Ltd. in Beombang-dong, Gangseo-gu, at 2:20 p.m. to tour the production site, speak with executives and employees, and hear directly about difficulties and suggestions from the company.

Established in 1997, GB Light Co., Ltd. is the world’s leading manufacturer of retroreflective film. In recognition of its pleasant working environment and outstanding employee benefits, the company was selected as one of Busan Metropolitan City’s Youth-Attractive Companies for three consecutive years from 2024 through 2026. In June this year, it was also designated as a Prestigious Local Company by Busan Metropolitan City.

Busan Metropolitan City has continued on-site communication with industrial complexes to revitalize these key centers of the Busan economy and strengthen policies tailored to actual business needs. The City is also actively incorporating a wide range of suggestions raised in the field into its policies.

Based on recommendations received at industrial complex sites, the City has continued to implement policies aimed at improving business and working environments. These include improving residential and living conditions near industrial complexes to make commuting more convenient, increasing and maintaining interest subsidies for policy financing, and establishing an integrated control center at West Busan Smart Valley.

In addition, Busan Metropolitan City is accelerating institutional and environmental reforms designed to fundamentally enhance the competitiveness of industrial complexes, guided by the voices of businesses.

For the first time in the country, the City is pursuing a structural reform that comprehensively redesigns the industrial complex tenant industry system for the first time in 46 years. The City plans to redefine the functions and roles of industrial complexes so that tenant companies have a wider range of business sectors to choose from and can respond more flexibly to changing industrial conditions.

In particular, following the final selection of West Busan Smart Valley, formerly the Sinpyeong-Jangnim Industrial Complex, as a “2026 Culture-Leading Industrial Complex,” it is expected to be revitalized as a future-oriented mixed-use space where culture, the arts, young people and industry come together.

Reflecting the views of tenant companies, the industrial complex restructuring initiative will expand the range of permitted tenant industries by the end of next year under phased strategies tailored by industry and region. The City also plans to review the functions of industrial complexes and eligible tenant industries every five years to respond proactively to changing industrial conditions and improve the investment environment for businesses.

The Culture-Leading Industrial Complex initiative will also be pursued through seven themes that organically combine youth, culture and industrial innovation, transforming industrial complexes from simple production sites into places where people can work, stay and enjoy themselves.

The seven themes are: ① Youth Design Living Lab and Branding ② Construction of a Landmark Mixed-Use Cultural Facility ③ Beautiful Street Plus ④ Youth-Friendly Renovation of Aging Factories ⑤ Culture Day ⑥ Support for Balanced Regional Development through Local Content ⑦ Inter-Ministerial Redevelopment of Aging Industrial Complexes.

Mayor Chun Jae-soo said, “The industrial complexes in Western Busan are key hubs that have driven Busan’s industrial development and remain a strong foundation supporting the city’s economy today. We will listen directly to the difficulties companies face on the ground and the support they need, and ensure that the voices shared today lead to practical policies and tangible support.”
