Busan Metropolitan City Launches Second Round of Early Scrappage Support for Older Diesel Vehicles, Covering 2,260 Vehicles

Busan Metropolitan City, led by Mayor Chun Jae-soo, announced that it will carry out the second round of its Early Scrappage Support Program for Older Diesel Vehicles to reduce air pollution caused by emissions from vehicles in operation.

The second-round program will support the early scrappage of a total of 2,260 older diesel vehicles, including 742 Grade 5 vehicles, 1,504 Grade 4 vehicles, and 14 excavators and forklifts. The number of vehicles supported may be adjusted within the available budget.

In particular, as subsidies for the early scrappage of Grade 5 vehicles, excluding the three types of on-road construction machinery, will end after this year, the limit on the number of Grade 5 vehicles eligible for support will be removed beginning with this second-round program to expand access to support.

Vehicles eligible for early scrappage support include Grade 4 and Grade 5 emissions-class vehicles, with Grade 5 also including vehicles using fuels other than diesel; three types of on-road construction machinery manufactured under emissions standards applicable before August 31, 2009, namely dump trucks, concrete mixer trucks, and concrete pump trucks; and forklifts and excavators manufactured before December 31, 2003.

Eligible vehicles must have been continuously registered in Busan for at least six months as of the application date, and the final ownership period of the owner, including joint owners, must be at least six months. The vehicle's periodic or comprehensive inspection must still be valid, and after selection, the vehicle must be determined to be in normal operating condition through a vehicle condition inspection.

However, vehicles that have received government support to install an emissions reduction device or to be converted to a low-emission engine are excluded from eligibility.

Beginning with this second-round program, subsidies will be provided only to vehicle owners who have no outstanding local taxes, non-tax revenue obligations, or environmental improvement charges.

The emissions grade of each vehicle can be checked on the Vehicle Emissions Grade System website at www.mecar.or.kr or through the call center at 1833-7435.

Subsidies are divided into a first-stage scrappage subsidy, paid when the vehicle is scrapped, and a second-stage vehicle purchase subsidy, paid when an eligible vehicle is purchased after scrappage. Subsidy amounts vary depending on the type, model year, and other characteristics of the vehicle.

Grade 5 vehicles with a gross vehicle weight of less than 3.5 tons are not eligible for the second-stage vehicle purchase subsidy. For Grade 4 vehicles, the second-stage vehicle purchase subsidy is available only when an electric, hydrogen, or hybrid vehicle is purchased.

To receive the second-stage vehicle purchase subsidy, the owner of the scrapped vehicle and the newly registered vehicle, including any joint owners, must be the same.

Low-income households, including basic livelihood security recipients and near-poverty households, and small business owners may receive an additional KRW 1 million within the applicable subsidy cap by submitting supporting documents with their application.

Busan Metropolitan City will also continue this year to provide up to KRW 14,000 per vehicle toward the cost of the vehicle eligibility confirmation inspection, or performance inspection, separately from the scrappage subsidy.

Applicants may receive this support by submitting proof of the fee paid when claiming the scrappage subsidy. Any amount exceeding KRW 14,000 must be paid by the applicant, while if the inspection fee is less than KRW 14,000, only the amount actually paid will be reimbursed.

Applications may be submitted starting today, August 24, and will close once the available budget is exhausted.

Applications may be submitted online through the Vehicle Emissions website at www.mecar.or.kr, or by registered mail with the application form, a copy of the applicant's identification, and other required documents to the Korea Automobile Environmental Association, 6th Floor, 317 Simin-daero, Dongan-gu, Anyang-si, Gyeonggi-do 14055.

Within 10 days of the application date, applicants are expected to receive via KakaoTalk a confirmation notice stating whether they are eligible for support and the amount of support available.

Applicants selected for the program must have the vehicle inspected within two months of the selection date and receive a determination that it is in normal operating condition before scrapping the vehicle and claiming the scrappage subsidy. The vehicle purchase subsidy may be claimed after registering a new vehicle within four months of the selection date.

Shim Jae-min, Assistant Mayor of Environmental and Water Policy Office, said, “The active participation of residents is essential to the early scrappage of older diesel vehicles, which helps improve air quality and reduce greenhouse gas emissions.”

He added, “As support for the early scrappage of Grade 5 vehicles will end this year in particular, we encourage eligible vehicle owners to actively participate in the early scrappage support program during the application period.”
