Busan Metropolitan City Appoints Former BISTEP President Kim Byung-jin as Head of the Busan ANCHOR Center

Busan Metropolitan City, led by Mayor Chun Jae-soo, announced that it will appoint Kim Byung-jin, former President of the Busan Institute of Science and Technology Promotion (BISTEP), as the next head of the Busan ANCHOR Center.

The appointment certificate is scheduled to be presented today, August 11, at 4:30 p.m. in the Protocol Room at City Hall. The head of the center will serve a two-year term from August 11, 2026, through August 10, 2028.

The Busan ANCHOR Center is a specialized regional higher education policy institution dedicated to implementing the Regional Growth Talent Development System (ANCHOR). It operates as an independent affiliated organization within the Busan Institute of Science and Technology Promotion (BISTEP).

The center supports the shared growth of the region and its universities by planning and evaluating Regional Growth Talent Development System (ANCHOR) projects and managing their performance, supporting innovation policies for local universities, and establishing cooperation systems among universities, the region, and industry.

Busan Metropolitan City selected the new head through an open recruitment process to strengthen the expertise and independence of the Busan ANCHOR Center and ensure continuity in regional higher education policy.

The Busan Institute of Science and Technology Promotion formed a separate Recommendation Committee for the Head of the Affiliated Organization and began an open recruitment process on July 13. After the committee conducted document screening and interviews and recommended two finalists, Mayor Chun Jae-soo made the final selection of the new center head.

Newly appointed head Kim Byung-jin is an expert who has built extensive experience in regional innovation policy and R&D through positions at Busan Metropolitan City, research institutions, and private companies.

Kim holds a doctorate in chemical engineering from Pukyong National University. He has served as an administrative officer at Busan Metropolitan City, President of the Busan Institute of Science and Technology Promotion (BISTEP), Head of the Busan Branch of Roun Insight Co., Ltd., and Director of the Policy Research Institute at Connected Wisdom Co., Ltd.

With hands-on and executive-level experience spanning public administration, policy research, research and development (R&D), and organizational management, Kim is regarded as a regional innovation expert well suited to advancing regional innovation policies, promoting industry-academia-research cooperation, and strengthening the competitiveness of local universities.

Busan Metropolitan City plans to take the Busan ANCHOR Center to the next level as a practice-oriented professional institution under its new head and respond proactively to the government’s evolving higher education policies.

The city is expected to take the lead in responding to national policies by restructuring university-specific ANCHOR initiatives around industrial demand and student support and by planning and identifying megaregional cooperation projects in line with the balanced development strategy for the major transformation of the national territorial structure.

Mayor Chun Jae-soo is expected to say, “Shared growth between the region and its universities is a critical task that will determine Busan’s future competitiveness.
