Busan Metropolitan City Leads Efforts to Promote Animal Adoption by Providing One Year of Free Pet Insurance for Adopted Dogs

Busan Metropolitan City, led by Mayor Chun Jae-soo, announced that it will implement the “2026 Pet Insurance Support Program for Abandoned Animals,” which covers one year of pet insurance premiums for citizens who adopt an abandoned dog from an animal shelter or adoption center in Busan.

Busan Metropolitan City has continuously operated the Pet Insurance Support Program for Abandoned Animals since 2023. The program was introduced to reduce the financial burden of veterinary expenses for illnesses and injuries that may arise during the early stages of adoption, help adopted dogs settle safely into their new homes, and encourage greater public participation in animal adoption.

Eligible applicants are those who have adopted an abandoned dog since January 1, 2026, from a district or county animal shelter or an abandoned animal adoption center and have completed embedded microchip registration.

Eligible facilities include five district and county-contracted animal shelters and two abandoned animal adoption centers. Citizens who adopt an abandoned dog through one of these facilities may apply for pet insurance enrollment.

The five contracted animal shelters are the Busan Animal Protection Center, the Abandoned Animal and Animal Protection Management Association, the Eastern Abandoned Animal Protection Association, Cheongjo Animal Hospital, and Dong-gu General Animal Hospital.

The two abandoned animal adoption centers are the Busan Metropolitan City Companion Animal Welfare and Culture Center and the Haeundae-gu Abandoned Animal Adoption Center.

Adopters may apply for pet insurance at the animal shelter or adoption center at the time of adoption. Those who adopted an abandoned dog on or after January 1, 2026, may also apply during this year. Applications will close once the available budget has been exhausted.

When adopting an abandoned dog, applicants may enroll in pet insurance through the animal shelter or adoption center from which the dog was adopted.

Those who have already adopted a dog since January 1, 2026, may apply during the program period by visiting the adoption facility in person, scanning the QR code on the promotional materials, or contacting the dedicated pet insurance call center at 1660-1602.

The pet insurance covers treatment costs arising from illness or injury, as well as liability for damages caused by the insured dog.

When an adopted dog receives treatment for an illness or injury, the insurance covers 70% of surgery costs and inpatient and outpatient treatment expenses within the annual coverage limits. Coverage is limited to KRW 1.5 million per procedure for up to two procedures and KRW 150,000 per day for up to 20 days.

The insurance also covers liability for damages if the adopted dog causes bodily injury to another person or harms another person’s companion animal, up to KRW 10 million per incident. A separate deductible of KRW 50,000 applies.

Insurance support is provided for one year from the enrollment date. Further information on insurance coverage and other details is available through the QR code on the promotional materials or the dedicated pet insurance call center.

Kim Chang-deok, Director-General of the Green City Bureau, said, “Through the Pet Insurance Support Program for Abandoned Animals, we expect to ease the financial burden on adopters and help prevent adopted animals from being relinquished or abandoned again.”

“We hope that more citizens will take an interest in adopting abandoned animals. Busan Metropolitan City will also continue making active efforts to establish a safe and responsible companion animal culture,” he added.
