Busan Metropolitan City Launches “2026 Regulatory Rationalization Idea Contest for People’s Livelihoods”

Busan Metropolitan City, led by Mayor Chun Jae-soo, announced that it will hold the “2026 Regulatory Rationalization Idea Contest for People’s Livelihoods” from tomorrow, August 3, through August 31 to identify and resolve regulatory issues affecting daily life from the perspective of residents.

The contest is intended to identify and address unreasonable regulations not only in areas related to people’s livelihoods but also in local industries, thereby helping create a more dynamic Busan for residents and businesses.

This year, the contest will place particular emphasis on identifying issues in four areas related to people’s livelihoods and three local industry sectors.

The four areas related to people’s livelihoods are regulations that inconvenience residents in their daily lives, regulations affecting the business activities of small business owners and the self-employed, regulations affecting socially vulnerable groups, and regulations that undermine public life and safety.

The three local industry sectors are regulations related to traditional local industries, service industries, and emerging industries.

The contest is open to all residents, as well as businesses, organizations, and schools. To encourage broader public participation, Busan Metropolitan City will also hold a participation event to identify real-life regulatory issues encountered by residents in their daily lives and places of work.

As part of the participation event, 100 participants will be selected by lottery to receive mobile gift certificates.

Following a preliminary review and first- and second-round evaluations, Busan Metropolitan City plans to select and present awards to the winning proposals around November or December. The Grand Prize winner will receive KRW 1 million, two Excellence Award winners will each receive KRW 500,000, and five Merit Award winners will each receive KRW 300,000, along with certificates of commendation from the Mayor of Busan Metropolitan City.

For winning proposals that require improvements to laws or other national systems, Busan Metropolitan City will work with the relevant central government ministries to pursue regulatory reform. Proposals involving municipal ordinances or other matters under the City’s jurisdiction will be reviewed by the City to identify possible solutions. In this way, the City plans to actively incorporate residents’ suggestions into its policies.
