Supra-Regional Cooperation to Build a Maritime Capital Region… Busan Metropolitan City Launches the Southeast Region Growth Engine Industry-Academia-Government Alliance

Busan Metropolitan City, led by Mayor Chun Jae-soo, announced that it will hold a launch ceremony today, July 27, at 2:00 p.m. in the Grand Conference Room on the third floor of the Administration Building at Pusan National University for the Southeast Region Growth Engine Industry-Academia-Government Alliance, which will help drive balanced national growth in the future.

The alliance is significant in that it will establish an industry-academia-government cooperation framework spanning the entire process from talent development to joint research, technology commercialization, employment, and long-term settlement in the region. In line with the national government’s balanced development strategy based on five major regional hubs and three special self-governing regions, as well as its policy to create ten universities comparable to Seoul National University, the alliance will connect the educational and research capabilities of universities with the technological and industrial needs of businesses on a supra-regional scale.

The launch ceremony will bring together all 28 participating organizations, including the local governments of Busan, Ulsan, and Gyeongsangnam-do; Pusan National University, the region’s flagship national university; and major anchor companies representing the Southeast Region, such as HMM, Samsung Heavy Industries, and Korea Aerospace Industries. The event will mark the full-scale launch of a supra-regional cooperation framework through which universities, businesses, and local governments will jointly create new drivers of future growth.

Through this partnership, Busan Metropolitan City will expand and advance a regional innovation ecosystem in which universities, businesses, and local governments participate as joint leaders in industrial innovation and talent development across the broader Southeast Region. The city plans to use this framework to develop a concrete model for innovative cooperation in a maritime capital region that will serve as a future growth axis for southern Korea.

In particular, Busan Metropolitan City, Ulsan Metropolitan City, Gyeongsangnam-do, and Pusan National University will sign a memorandum of understanding to establish a mutual cooperation framework that transcends administrative boundaries. They will connect the region’s strategic industries with the educational and research capabilities of universities, while supporting the development of future core talent needed by industry and helping such talent remain and build their lives in the region.

Busan Metropolitan City is accelerating preparations to establish Busan as Korea’s maritime capital in response to the emerging era of Arctic shipping routes. Following the planned relocation of the Ministry of Oceans and Fisheries, the city is moving rapidly to secure key institutions, industries, and infrastructure centered on the maritime industrial ecosystem, including the relocation of HMM, Korea’s largest shipping company; the establishment of a maritime court; and the creation of a Southeast Regional Investment Corporation.

The Southeast Region is one of Korea’s largest industrial clusters, with strong manufacturing capabilities in sectors such as shipbuilding and automobiles, logistics strengths in shipping and ports, advanced next-generation energy technologies, and a large concentration of universities. It is one of the country’s most prominent industrial and economic regions.

Through ANCHOR, Busan’s regional growth talent-development framework aligned with the national government’s regional innovation policies, the city is expanding support to help universities become central drivers of regional innovation in areas such as industrial innovation, technology commercialization, entrepreneurship, and solutions to local challenges. Through the new industry-academia-government alliance, Busan plans to extend this mutually reinforcing ecosystem throughout the Southeast Region.

Mayor Chun Jae-soo said, “We expect the Southeast Region Industry-Academia-Government Alliance to create synergy with Busan’s anchor policy and grow into an innovation platform representing southern Korea.”

He added, “Busan Metropolitan City will provide strong support to help local universities attain global competitiveness and work with businesses to cultivate innovative talent capable of leading global markets. Through these efforts, we will build Busan into Korea’s maritime capital, where young people can establish their lives and businesses can grow.”
