AI-Powered Smart Administration Accelerates a More Productive Busan by Ending the 77-Year Rotating Duty System for All Employees

Busan Metropolitan City, led by Mayor Chun Jae-soo, will completely abolish the longstanding rotating duty system for all public officials and transition to a new duty and disaster response system centered on dedicated personnel beginning September 1.

This decisive measure is part of the City’s sweeping administrative reform efforts to break with a conventional practice that has remained in place across the public sector for 77 years since the establishment of the government in 1948, while maximizing administrative expertise and efficiency.

Under the existing system, all public officials at City Hall took turns working overnight, weekend, and holiday duty shifts. However, concerns have continuously been raised over accumulated fatigue and disruptions to regular administrative work caused by compensatory leave taken the following day. The City has therefore decided to abolish passive standby duty shifts entirely, creating an environment in which public officials can focus on their core responsibilities of policy planning and public service delivery.

Instead, the City will increase the number of dedicated personnel assigned to the disaster situation room, further strengthening the continuity and response capacity of duty and disaster management operations. The system will also be linked to a smart monitoring platform, enabling faster and more systematic initial responses to emergencies occurring at night, on weekends, and on public holidays.

An artificial intelligence-based duty system will also be introduced. By automatically handling simple and repetitive public inquiries, as well as inquiries requiring referrals to other agencies, around the clock, the system will allow the disaster situation room to focus more closely on real-time monitoring of natural disasters, other emergencies, incidents, and accidents.

Through this reform, the City expects to minimize work disruptions caused by compensatory leave following duty shifts, improve the speed of complaint handling and public satisfaction with municipal services, reduce unnecessary expenditures, and enhance organizational efficiency.

Mayor Chun Jae-soo said, “Even a practice that has been accepted as normal for 77 years must be boldly changed if it does not provide tangible benefits to citizens and undermines administrative efficiency.”

He added, “We will foster a results-oriented organizational culture that allows public officials to move beyond the drain of ceremonial duty shifts and devote themselves fully to their core responsibilities for citizens and to innovative administration.”
