Busan Metropolitan City to Select Outstanding Proactive Public Officials for the First Half of 2026

Busan Metropolitan City announced that it will select Outstanding Proactive Public Officials for the first half of 2026 together with its citizens in order to reward the achievements of public officials who have worked proactively and to foster a public service culture that encourages innovation and challenge.

Since 2020, the City has operated its Outstanding Proactive Public Officials Selection Program to promote a culture of proactive public administration. Twice each year, it recognizes public officials who actively carry out their duties with creativity and expertise in pursuit of the public interest.

To date, the City has recognized a total of 146 outstanding public officials by providing personnel incentives such as special promotions and the highest performance bonus ratings. The selected best practices have also been shared across all departments and affiliated organizations to help establish a culture of proactive administration throughout the public sector.

This year's selection will recognize ten outstanding cases and one challenge case that produced tangible results for citizens through proactive administration during the first half of 2026. Public officials responsible for the final selected cases will be named Outstanding Proactive Public Officials.

Outstanding cases refer to examples in which public officials achieved exceptional results by actively carrying out their duties with creativity and expertise, such as by improving unreasonable regulations.

Challenge cases refer to initiatives that may not have produced immediate results but demonstrated meaningful efforts to solve problems proactively by breaking away from established practices or exploring new approaches, thereby leaving valuable lessons for the organization.

From July 16 through August 5, Busan Metropolitan City will accept recommendations from citizens and municipal departments and affiliated organizations. The final selections will be made through a three-stage evaluation process consisting of a working-level review, an online evaluation, and a review by the Proactive Administration Committee.

Citizens may recommend outstanding public officials through the Proactive Administration section of the Busan Metropolitan City website (www.busan.go.kr/depart/actively03) or through the Ministry of Personnel Management's Proactive Administration Platform, Proactive Public Service (www.mpm.go.kr/proactivePublicService).

The final recipients will receive certificates and prize money along with exceptional personnel benefits, including special promotions and the highest performance bonus ratings. The selected outstanding cases will also be widely promoted to citizens and public officials through card news content and casebooks.
