Preventive Support Over Penalties! Busan Metropolitan City Launches the “Clean-UP Customized Clinic” for Construction Sites

Busan Metropolitan City announced that, following the launch of the ninth popularly elected municipal administration, it will operate the “Clean-UP Customized Clinic” for construction sites to reduce the administrative burden on construction companies and deliver proactive administrative services that can be felt directly in the field.

The program has been designed to strengthen communication with construction companies by providing one-on-one customized consulting on key systems related to the Framework Act on the Construction Industry, including construction business registration requirements, construction project register reporting, and subcontract payment guarantees. Through this initiative, the City aims to improve companies’ understanding of relevant laws and regulations while listening to on-site concerns.

As construction-related systems and legislation continue to be revised, many construction companies experience difficulties in complying with various administrative procedures.

To address these challenges, the City plans to move beyond the conventional post-violation administrative enforcement approach by providing customized preventive consultations tailored to each company's circumstances. This will help prevent recurring administrative errors while promoting more effective construction administration through continuous engagement with the industry.

The “Clean-UP Customized Clinic” is open to all general construction companies with their principal place of business in Busan Metropolitan City. Customized consultations will be conducted based on the questions submitted in advance through the application form.

The program will be operated in cooperation with experts from the Construction Association of Korea, providing practice-oriented consulting on key systems under the Framework Act on the Construction Industry. Busan Metropolitan City and the Busan Chapter of the Construction Association of Korea will jointly provide administrative consultation services. In particular, the program will overcome the limitations of conventional group training by matching experts with participating companies on a one-on-one basis, thereby enhancing the effectiveness of the consultations.

Companies wishing to participate may download the application form from the Notice section of the Busan Metropolitan City website (https://bs2.kr/TbDR) between July 13 and 6:00 p.m. on July 31, complete the form, and submit it via email to sweethyun49@korea.kr.

Following a preliminary document review of the applications, the City will select the final consulting recipients in August and begin operating the customized clinic in September.

Through this initiative, the City expects not only to improve construction companies’ understanding of relevant laws and regulations, but also to help prevent administrative sanctions resulting from simple mistakes and reduce the administrative burden on businesses.

The City also plans to continue listening to feedback from the field, expand support policies that businesses can genuinely experience, and further promote a sound construction industry environment while building a trusted construction administration system.
