Busan Metropolitan City to Waive Gwangan-daero Tolls During Peak Commuting Hours

Busan Metropolitan City, led by Mayor Chun Jae-soo, announced that beginning tomorrow (July 8), it will waive tolls for vehicles using Gwangan-daero during peak commuting hours to help reduce transportation costs for commuters and other road users.

The City is expanding its existing 50 percent toll discount during weekday commuting hours (excluding Saturdays and public holidays) to a full toll exemption.

The toll exemption will apply to all vehicles traveling on Gwangan-daero during weekday commuting hours (6:00–9:00 a.m. and 6:00–8:00 p.m.). No advance registration or additional procedures are required.

The City first introduced a 20 percent discount on Gwangan-daero tolls during commuting hours in August 2009. The discount was expanded to 50 percent in January 2018, and since May 26, 2025, the morning discount period has been extended by one hour, from 7:00 a.m. to 6:00 a.m.

In addition, the City will strengthen traffic monitoring on Gwangan-daero, as well as on Eulsukdo Bridge and Sanseong Tunnel, where commuting-hour toll exemptions are already in effect.

The City will continue to discourage congestion-inducing behavior, including unnecessary stopping on the shoulder or in emergency parking areas and excessively slow driving. If necessary, it will consider stronger measures, including excluding such vehicles from the toll exemption.

Lim Kyung-mo, Assistant Mayor of Urban Innovation and Balanced Development, said, “We hope that waiving Gwangan-daero tolls during commuting hours will help reduce the transportation cost burden for road users, even if only to a modest extent. At the same time, we will make every effort to minimize traffic congestion through strict guidance and effective measures against unnecessary shoulder parking and excessively slow driving.”
