BEXCO Phase 3 Exhibition Hall Construction Project Selects Successful Bidder for Detailed Design Following Technical Proposal-Based Basic Design Tender

Busan Metropolitan City's Construction Headquarters announced today (July 3) that the HJ Shipbuilding & Construction Consortium (hereinafter, the "Consortium") has been selected as the successful bidder for the detailed design phase of the technical proposal-based basic design tender for the BEXCO Phase 3 Exhibition Hall Construction Project. The project aims to establish an exhibition and convention center that reflects the evolving trends of the global MICE industry.

The BEXCO Phase 3 Exhibition Hall Construction Project (hereinafter referred to as "Phase 3 Exhibition Hall") is a large-scale construction project with a total budget of KRW 290 billion. The project will construct a building with a total floor area of 58,809 square meters, consisting of one basement level and four above-ground floors, on the outdoor parking lot site adjacent to BEXCO Exhibition Hall 1 in U-dong, Haeundae-gu.

With the selection of the successful bidder for the detailed design phase, the BEXCO Phase 3 Exhibition Hall Construction Project is expected to move into full-scale implementation. Busan Metropolitan City anticipates that, once completed, the Phase 3 Exhibition Hall will resolve the capacity limitations of the existing exhibition facilities and significantly strengthen Busan's competitiveness in attracting international conventions.

The Phase 3 Exhibition Hall project began its basic design services in July 2023, completed the basic design in December 2024, and announced the tender in November 2025 following the completion of administrative procedures, including the review of the procurement method for this large-scale construction project.

The HJ Shipbuilding & Construction Consortium, selected as the successful bidder for the detailed design phase, proposed a construction period of 50 months. Construction of the priority work package is scheduled to begin in September this year, with overall completion planned for around October 2030.

The project will adopt the Fast Track Method, under which construction of the priority work package will begin first, while the detailed design for the remaining work packages proceeds simultaneously. Once the detailed design for the remaining construction is completed, the main construction work will commence sequentially.

Two consortiums participated in the technical proposal-based basic design tender: the HJ Shipbuilding & Construction Consortium and the Namkwang Construction Consortium, resulting in a highly competitive bidding process.

The technical proposal-based basic design tender is a procurement method in which bidders review the basic design documents provided by the contracting authority and submit technical proposals covering improvements to construction methods, construction management strategies, schedule reduction, and cost savings together with their bids. It is primarily used for large-scale projects requiring advanced technical capabilities as well as symbolic and architectural excellence.

Following the technical evaluation conducted in June this year, Busan Metropolitan City submitted the evaluation results of the technical proposals to the Public Procurement Service. The Public Procurement Service then finalized the successful bidder for the detailed design phase today (July 3) by incorporating the bid price evaluation scores.

To minimize the impact of construction on the operation of existing facilities, including BEXCO Exhibition Hall 1, Busan Metropolitan City will continue to coordinate closely with BEXCO while implementing the project in phases.

Construction will be carried out in two phases to ensure that operations at the existing facilities continue without disruption.

Kim Hyo-sook, Director General of the Construction Headquarters, said, "We will do our utmost to build an exhibition and convention center that meets the demands of the times and further enhance Busan's standing as an international tourism city." She added, "We will establish thorough construction management plans to ensure that the operation of the existing exhibition halls is not disrupted throughout the construction period."
