Busan Metropolitan City and Busan Metropolitan Corporation Selected for Busan’s First Specialized Housing Public Competition Project

Busan Metropolitan City, led by Mayor Chun Jae-soo, announced that, together with Busan Metropolitan Corporation, the “Eco Delta City Block 15 Integrated Public Rental Housing Development Project” has been selected for the Ministry of Land, Infrastructure and Transport’s “First Half 2026 Specialized Housing” public competition.

This marks the first time that Busan Metropolitan City has been selected for a specialized housing competition project. Proposed under the Regional Proposal-Type Specialized Housing category, the project is expected to become a new milestone in the future supply of Busan-style rental housing.

The Regional Proposal-Type Specialized Housing program enables local governments and public housing providers to design and propose tenant eligibility, selection methods, and occupancy periods based on regional characteristics and demand. Going beyond simply supplying housing, the program aims to create customized residential environments linked to employment opportunities and everyday living infrastructure.

The Eco Delta City Block 15 Integrated Public Rental Housing complex will be developed in Gangdong-dong, Gangseo-gu, Busan. It will provide a total of 993 units, consisting of 200 Regional Proposal-Type Specialized Housing units and 793 general integrated public rental housing units. The primary target residents are employees of the 11 industrial complexes in western Busan, workers at small and medium-sized enterprises, and young people.

In particular, Busan Metropolitan Corporation has secured additional national funding by strengthening child-friendly facilities within the complex, including a toy library and a children's café. The project's core objective is to establish a work-live integrated residential environment that enables residents to live stably close to their workplaces.

The 200 specialized housing units will consist of 50 family settlement units and 150 youth settlement units. By allowing applicants who own one home outside Busan and easing asset eligibility requirements, the project lowers entry barriers compared with conventional integrated public rental housing and introduces occupancy criteria tailored to actual housing demand, thereby providing practical support for long-term settlement in Busan.

Construction began in May this year. The project is scheduled to announce tenant recruitment in the first half of 2028, with completion targeted for June 2029 and resident move-in beginning in July 2029.

The project also reflects the recent trend of businesses and public institutions relocating to Busan. Following the attraction of companies through initiatives such as the Busan Shared Employment Initiative, the city is rapidly emerging as a major industrial hub with the completion of the Ministry of Oceans and Fisheries' relocation and the planned relocation of HMM headquarters and other shipping companies.

As more companies and institutions relocate to Busan, demand is increasing for housing that supports workers relocating with their families. This specialized housing project is expected to serve as both a pioneering model and a foundation for supporting the settlement of employees of companies and institutions relocating to or newly established in Busan in line with these industrial transformation trends.
