Building a Public Service Culture Where Proactive Administration Becomes Routine! Busan Metropolitan City Establishes the 2026 Proactive Administration Action Plan

Busan Metropolitan City, led by Mayor Park Heong-joon, announced that it will establish and implement the “2026 Proactive Administration Action Plan,” which strengthens protection and support for public officials so they can actively carry out their duties while providing clear rewards for outstanding achievements.

The action plan was designed with a focus on strengthening practical rewards for performance and enhancing protection and support systems for public officials, thereby encouraging proactive work execution and challenging problem-solving while fostering a public service culture in which proactive administration becomes a daily practice.

In particular, the plan reflects the revisions made in December 2025 to the Regulations on the Operation of Proactive Administration for Local Public Officials and further strengthens compensation, protection, and support measures for proactive public officials in line with the national policy direction of promoting proactive administration.

First, the city will strengthen protection and support systems by selecting outstanding public officials who achieve results that citizens can directly experience and providing them with exceptional incentives, while also introducing a Proactive Administration Protection Officer system.

The city will continue selecting outstanding proactive public officials and provide personnel incentives such as special promotions, the highest performance bonus ratings, and additional performance points. It will also improve the Proactive Administration Mileage System to offer immediate and meaningful rewards for proactive efforts.

In addition, through the introduction of the Proactive Administration Protection Officer system, legal consultation and support will be provided throughout the entire process of audits, disciplinary actions, investigations, and litigation.

The city will also establish a post-approval system for proactive administration and strengthen the exemption effect of opinions issued by the Proactive Administration Committee, thereby supporting proactive decision-making by public officials.

By introducing a post-approval system for proactive administration in the disaster and safety sectors, the city will create conditions that allow public officials to perform their duties confidently and proactively even in emergency situations. Furthermore, the system will be strengthened so that actions taken in accordance with opinions issued by the Proactive Administration Committee will be recognized for exemption from liability even during audits conducted by the Board of Audit and Inspection.

In addition, the city will promote communication and public outreach aimed at fostering a culture of proactive administration and building public consensus through the sharing of proactive administration cases with related organizations, workplace training for all employees, proactive administration practice campaigns, and the production of promotional videos.

Through this, we will build a public service culture in which proactive administration is practiced as part of everyday work.”
