Busan Metropolitan City Selected for the Ministry of Trade, Industry and Energy’s 2026 Regional Strategic Industry Infrastructure Advancement Program

Busan Metropolitan City, led by Mayor Park Heong-joon, announced that its “AI-Based Performance Evaluation Infrastructure Advancement Project for HVAC Components Responding to Global Markets” has been finally selected under the Ministry of Trade, Industry and Energy’s 2026 Regional Strategic Industry Infrastructure Advancement Program.

The project aims to establish an artificial intelligence (AI)-based testing and evaluation framework capable of rapidly and accurately verifying the performance of HVAC components and clean-air-related products in response to increasingly stringent global environmental regulations and the accelerating digital transformation.

The project will be carried out over three years from 2026 to 2028 with a total budget of KRW 10.8 billion, including KRW 6.5 billion in national funding, KRW 2.8 billion from Busan Metropolitan City, and KRW 1.5 billion in private-sector investment. Busan Techno Park will serve as the lead organization, with the Busan Machinery Industry Cooperative and the Korea Testing & Research Institute participating as partner institutions.

The project is significant in that it will lay the foundation for transforming Busan’s traditional HVAC machinery and component industry into an AI-based smart manufacturing and environmental industry.

Although HVAC machinery and component companies in Busan possess strong manufacturing capabilities, the need to strengthen testing, certification, and data-driven quality management capabilities has continued to grow amid stricter global environmental regulations and the wider adoption of digital quality management systems.

Accordingly, Busan Metropolitan City plans to support the commercialization of technologies developed by local manufacturers and enhance their competitiveness in entering global markets by leveraging infrastructure already established through clean-air industry initiatives and industrial complex environmental improvement projects.

Key project initiatives include the establishment of a global-standard HVAC component performance evaluation system, an AI-enabled autonomous measurement system using simplified measuring devices, and an AI-based on-site pollutant analysis and management system.

In addition, the city plans to strengthen corporate innovation capabilities by operating global cooperation networks and technology innovation support councils, while also providing equipment utilization support, technical services, and export-linked commercialization assistance.

Through this project, Busan Metropolitan City expects to reduce the time and costs incurred by local HVAC component companies during testing and certification processes while helping them comply with domestic and international standards and enhance product reliability.

In particular, the city anticipates that the AI-based testing and evaluation data analysis system will shorten product development cycles and strengthen the foundation for entering global markets.

Park Dong-seok, Director General of the Advanced Industries Bureau, stated, “We will actively support local small and medium-sized enterprises in overcoming the challenges they face during the testing, certification, and commercialization stages following technology development and in expanding into global markets. We expect this project to become an important opportunity to transform Busan’s HVAC machinery and component industry into an AI-based smart HVAC and environmental control industry while enhancing its overall competitiveness.”
