Busan Metropolitan City Launches Full-Scale Public-Led “Planning Proposal Request System”

Busan Metropolitan City, under Acting Mayor Kim Kyung-duk, announced that it has selected a service provider to support the Sinpyeong 2 Redevelopment Project through the Planning Proposal Request System under the Urban and Residential Environment Improvement Act and will begin establishing a basic planning direction focused on leading design innovation.

The Planning Proposal Request System is a framework under the Urban and Residential Environment Improvement Act whereby residents establish district boundaries and request the formulation of a redevelopment plan, with public authorities participating and providing support from the initial planning stage.

The system was introduced to address chronic issues that emerged during privately led planning processes, including profitability-oriented uniform development plans, insufficient infrastructure, and project delays caused by frequent plan revisions. Its core objective is to secure a balance between public value and project feasibility through public-sector participation from the outset and to proactively establish creative, integrated urban and architectural plans that reflect local characteristics.

Through this approach, Busan Metropolitan City aims to achieve both design innovation and enhanced public value while minimizing uncertainties in the redevelopment planning process and shortening project implementation periods. In addition, by covering the cost of the service for establishing the basic planning direction, the City will help reduce the initial financial burden on residents.

This service project will cover approximately 52,000 square meters in the Sinpyeong-dong area of Saha-gu and is intended to establish a comprehensive basic direction that will serve as the foundation for redevelopment planning.

The City will comprehensively review the overall direction of the redevelopment plan, including land-use concepts, housing construction plans, installation of infrastructure such as roads and parks, and development of social overhead capital (SOC) facilities.

Following the announcement of the bidding process in March and proposal evaluations in May, the City selected a service provider that demonstrated outstanding planning capabilities. Through this project, Busan Metropolitan City plans to establish the basic planning direction, including architectural concepts, in collaboration with local governments, experts, and residents.

The selected service provider received high marks for proposing an innovative plan differentiated from conventional apartment complexes. The City intends to enhance the completeness of the proposal through expert consultations while maintaining close communication with local governments and residents to create a foundation for the swift implementation of the redevelopment project.

In addition, the City plans to carefully analyze the results of this planning-direction service project and develop innovative housing models that can be expanded to other redevelopment projects throughout Busan in the future.

Through these efforts, Busan Metropolitan City intends to shift the paradigm of redevelopment projects from one centered primarily on quantitative housing supply to one characterized by active public-sector participation, while simultaneously realizing design innovation and strengthening public value.

Meanwhile, in addition to the Sinpyeong 2 Redevelopment Project area, the City plans to commission additional service projects in the second half of this year for other sites where redevelopment planning has been approved through the Planning Proposal Request System.

Bae Seong-taek, Director General of the Housing and Architecture Bureau, stated, “Establishing a basic planning direction under the Planning Proposal Request System is the most important first step in redevelopment projects that reshape the appearance of a city. Based on innovative public-sector guidelines, we will minimize trial and error for residents and elevate Busan’s value and urban quality to a new level through urban design innovation.”
