Busan Metropolitan City to Support Commuter Toll Fees at Garak Tollgate Starting June 1

Busan Metropolitan City, under Acting Mayor Kim Kyung-duk, announced that in cooperation with Busan Infrastructure Corporation, it will officially implement toll fee support for the section between Garak Tollgate and Seobusan Interchange (IC) on the Namhae Expressway Second Branch Line during weekday commuting hours starting June 1.

The toll support measure will take effect on June 1, 2026, following the enactment of the “Busan Metropolitan City Ordinance on Toll Fee Support for Garak Tollgate on the Namhae Expressway Second Branch Line” on December 10, 2025.

Eligible vehicles include those owned or leased by citizens who are registered residents of Busan and actually reside in the city, as well as vehicles owned or leased by corporations and organizations with business locations in Busan.

However, privately owned vehicles must have Busan registered as their principal place of vehicle use, while leased vehicles may apply regardless of regional registration restrictions.

Eligible vehicles passing through the applicable section between 6:00 a.m. and 9:00 a.m. during weekday morning commuting hours and between 5:00 p.m. and 8:00 p.m. during evening commuting hours will receive toll support.

Under this policy, once Busan Metropolitan City covers the remaining amount after the commuter-hour toll discounts currently provided by Korea Expressway Corporation, users will effectively bear no toll charges between 6:00 a.m. and 9:00 a.m. and between 5:00 p.m. and 8:00 p.m.

To receive toll support, applicants must access the toll support system at busanway.bisco.or.kr, which opens on June 1, enter their Hi-Pass card information, and complete membership registration after approval by Busan Infrastructure Corporation.

Afterward, users must download their highway travel records from the Korea Expressway Corporation website at hipass.co.kr/ and apply through the toll support system between the 1st and 15th of each month, after which the corporation will reimburse the toll fees to users.

Acting Mayor Kim Kyung-duk stated, “We hope this toll support program will help reduce transportation costs for citizens during commuting hours and improve travel convenience in the western Busan area,” adding, “We encourage active interest and participation from eligible citizens and businesses.”
