“Citizen Safety Comes First” — Busan Metropolitan City to Implement Summer Water Safety Management Measures Through August

Busan Metropolitan City announced that it will implement its “2026 Summer Water Safety Management Measures” through August 31 to prevent summer water-related accidents.

The measures were prepared to prevent safety accidents that continue to occur every summer during various water activities. The city aims to strengthen the cooperative system among the central government, Busan Metropolitan City, district and county governments, and related organizations in order to comprehensively manage water-related accidents and establish a rapid situation-sharing system.

In addition, for more effective accident prevention, safety management will be implemented in stages by dividing the period into a preparatory phase (May), a safety management phase (June–August), and a special management phase (July 15–August 17).

First, during the preparatory period in May, the city conducted a full inspection of water recreation areas, maintained safety facilities and equipment within the designated zones, and plans to complete the recruitment and training of safety personnel.

Ahead of the peak vacation season, the city will level the ground in water recreation areas and remove hazardous elements such as broken glass to proactively prevent safety accidents.

The city will also improve safety facilities such as lifesaving stations and signboards within the zones, while expanding safety equipment including life jackets, tubes, and ropes to enhance on-site response capabilities.

During the subsequent safety management period from June to August, the city will organize and operate a “Water Safety Situation Management Team” to maintain an emergency response system and permanently station safety personnel at water recreation sites.

The Water Safety Situation Management Team will operate continuously, including weekends and public holidays, and establish a close cooperative system with related organizations such as district and county offices, public health centers, police stations, fire stations, and local education support offices. Through this system, the city will discuss safety measures for accident prevention and respond swiftly in emergencies.

In particular, during the special management period from July 15 to August 17, when large numbers of vacationers are expected, the city will carry out joint government inspections and strengthen the dedicated public official management system to focus on patrols and guidance activities in high-risk areas.

For the joint government inspection of summer water safety management conditions, Busan Metropolitan City and the Ministry of the Interior and Safety will organize a joint inspection team to closely examine whether water recreation areas in each district and county have appropriately deployed safety personnel and whether safety facilities and equipment are being properly maintained.

The city will also strengthen patrol and guidance activities in accident-prone areas through the dedicated public official management system. Team leaders and staff members from district and county offices will be designated as responsible officials for major high-risk areas where the possibility of casualties is high, conducting regular patrol activities to eliminate safety blind spots.

In addition, alongside thorough safety management of water recreation areas, the city will also carry out education and promotional activities to raise public awareness of water safety.

During the peak season, the city plans to educate visitors to inland water recreation areas, as well as vulnerable groups such as children and older adults, on water safety rules and proper life jacket use. Through these efforts, the city aims to prevent accidents that may occur on-site and create a safe environment where everyone can enjoy water activities with peace of mind.

The city will also devote full efforts to promotional activities to spread a voluntary culture of water safety through campaigns at major water recreation areas and through the promotion of water safety rules via television, outdoor electronic billboards, the city website, the city’s official YouTube channel, the safety information social media channel “Safe Highso,” and district and county social media channels.

Meanwhile, ahead of the start of the full summer water recreation season, Busan Metropolitan City will hold a “Comprehensive Water Safety Management Agency Countermeasure Meeting” tomorrow (May 28) at 5 p.m. at the city Disaster and Safety Countermeasures Headquarters to inspect the water safety response system and strengthen cooperation among related organizations.

The countermeasure meeting will be attended by 16 responsible departments related to water safety management, as well as related organizations including district and county governments, the Busan Coast Guard, and the Busan Infrastructure Corporation. The meeting will include presentations on summer water safety management measures by each department and organization, as well as discussions on safety management strategies.

Kim Kyung-duk, Acting Mayor of Busan Metropolitan City, stated, “As the number of people enjoying water activities during the summer continues to increase due to the recent hot and humid weather, we will do our utmost to ensure that not a single casualty occurs through thorough safety management.” He added, “We ask all citizens to follow water safety rules by wearing life jackets, enjoying water activities only in areas supervised by safety personnel, and refraining from entering dangerous zones.”
