Busan Metropolitan City Launches Intelligent Chatbot “AI Boogi News” Service… Providing Municipal Information Through Voice Conversations

Busan Metropolitan City announced that it will officially begin operating the intelligent chatbot service “AI Boogi News,” powered by artificial intelligence (AI) technology, starting today (May 26), in order to strengthen policy communication with citizens through the city website.

“AI Boogi News” is an upgraded version of the existing text-based chatbot for municipal policy guidance, providing citizens with intelligent digital content featuring real-time voice conversations and 3D character technology.

Users can ask questions using everyday expressions such as “Tell me today’s city news” or “What events are happening this weekend?” instead of relying on keyword searches, and can immediately receive the desired answers through the friendly voice of “Boogi,” Busan Metropolitan City’s communication character.

In addition, the 3D version of “Boogi” displayed on the service screen presents various facial expressions and movements tailored to users’ questions and situations, offering a more vivid communication experience and unique entertainment value.

In particular, the dialect-based voice conversation feature is expected to provide familiarity for Busan citizens while giving users from other regions an enjoyable opportunity to experience Busan’s unique culture.

To improve accessibility and user convenience, the city applied the latest generative AI technology to enhance information search speed and answer reliability, while also building the service in responsive web and mobile app environments optimized for smartphones, tablets, PCs, and various other devices.

Furthermore, the city trained the latest large language model (LLM) based on GPT-5.2, a generative AI model, using the latest press releases, the Busan Metropolitan City Bulletin, and major municipal policies closely related to citizens’ daily lives, while also applying Retrieval-Augmented Generation (RAG) technology.

Through this approach, the city reduced errors in which AI generates inaccurate information and enabled the rapid delivery of more accurate municipal information.

Prior to the official launch, the city conducted on-site testing with citizens, and the voice conversation feature and 3D character service received positive evaluations from most participants.

Oh Mi-kyung, Spokesperson of Busan Metropolitan City, stated, “The ‘AI Boogi News’ chatbot service is a new digital administrative service designed to enable easier and more convenient communication with citizens,” adding, “We will continue to actively utilize artificial intelligence technology to expand smart administrative services that citizens can experience in their everyday lives.”
