Busan Metropolitan City Holds “Cadastral Seminar and Best Practices Competition for Cadastral Resurvey Projects”

Busan Metropolitan City, led by Acting Mayor Kim Kyung-duk, announced that it held the “Cadastral Seminar and Best Practices Competition for Cadastral Resurvey Projects” at Domoheon on May 22 to identify new policy initiatives and improve systems in the cadastral and spatial information sectors.

The event was organized to enhance field response capabilities and discover and recognize creative and practical initiatives by sharing research projects and outstanding implementation cases from district offices, including the establishment of AI-based cadastral administration systems.

Around 60 participants attended the event, including public officials responsible for cadastral affairs in district offices and cadastral surveying experts. The program consisted of presentations on cadastral research projects and best practices in cadastral resurvey projects, Q&A sessions, evaluations, and an awards ceremony.

Presentation topics included:
[Common Topics] Cases utilizing new technologies such as drones
[Cadastral Sector] Realization of a digital platform government, innovation in cadastral surveying technology, advancement of cadastral systems, and enhancement of public cadastral services
[Cadastral Resurvey Sector] Improvements to cadastral resurvey systems, efficient boundary setting and minimization of area discrepancies, and outstanding civil complaint handling cases related to adjustment payment collection and disbursement

Among the 32 submissions from 16 districts and counties, eight entries that passed preliminary screening were presented at the event. Following on-site evaluations, the city selected and awarded two grand prize winners and two excellence award winners.

In the cadastral category, Assistant Officer Jeong Yu-gyeong of Seo-gu received the grand prize for presenting “Development of an AI-Based Cadastral Administration Support System Using Retrieval-Augmented Generation (RAG).” In the cadastral resurvey category, Assistant Officer Kim Min-jong of Gangseo-gu won the grand prize for “Correcting the Unfair Stigma of Delinquent Taxpayers Through a Single Registry Entry.” Excellence awards were presented to Assistant Officer Kim Min-su of Haeundae-gu and Assistant Officer Lim Won-il of Geumjeong-gu.

Two of the award recipients will represent Busan at the 49th Cadastral Seminar and the National Best Practices Competition for Cadastral Resurvey Projects held during “Digital Cadastre Day” this September under the supervision of the Ministry of Land, Infrastructure and Transport.

Baek Myeong-gi, Director General of the Urban Planning Bureau of Busan Metropolitan City, stated, “We will continue to share outstanding initiatives and actively identify systems that can help prevent land boundary disputes among citizens so that we can provide citizen-centered administrative services without inconvenience.”
