Busan Metropolitan City to Launch “Pseudonymized Information Utilization Alliance” for Public Institutions

Busan Metropolitan City, under Acting Mayor Kim Kyung-duk, and Busan Techno Park announced that they will promote the establishment of the “Pseudonymized Information Utilization Alliance” (hereinafter referred to as the “Alliance”) targeting public institutions in the Busan region.

The Alliance has been planned to enhance understanding of pseudonymized information utilization among public institutions in Busan and to establish a cooperative framework among institutions.

In particular, the initiative will focus on discovering the potential use of pseudonymized information together with institutions that own and manage public data, such as local public enterprises and public corporations, while laying the groundwork for the safe utilization of data.

Pseudonymized information refers to data processed in a manner that prevents the identification of a specific individual without additional information, such as by deleting or replacing parts of personal information. It has strong potential for application across various fields, including data-driven administration, policy development, research, and industrial innovation.

In particular, as data held by public institutions serves as an important resource for resolving regional issues and improving public services, it is necessary to establish a framework for utilizing pseudonymized information that balances personal information protection with data utilization.

The City plans to hold the first kick-off meeting of the Pseudonymized Information Utilization Alliance today (May 20) at 14:00 at the Busan Pseudonymized Information Utilization Support Center located in Haeundae-gu, while also operating educational and feedback programs related to pseudonymized information for participating institutions.

The main educational topics will include the necessity of utilizing pseudonymized information from the perspective of public data provision, the Personal Information Protection Commission’s support system for pseudonymized information utilization and introduction to the One-Stop Support Center, as well as the concept and potential applications of synthetic data generation.

Following the educational sessions, the City will also gather opinions regarding each participating institution’s demand for pseudonymized information utilization, difficulties encountered, and institutional and technical support needs in the process of providing public data, while collecting feedback on the future operational direction of the Alliance.

Through this Alliance, the City intends to strengthen the foundation for data cooperation among regional public institutions and establish a system for the safe utilization of public data.

Going forward, the City plans to gradually expand the number of participating institutions and broaden the scope of operations to include consulting on pseudonymized information utilization, education, case discovery, and the planning of joint projects among institutions.

Kim Dong-hyun, Director General of the Future Technology Strategy Bureau of Busan Metropolitan City, stated, “Safe data utilization technologies such as pseudonymized information and synthetic data are key elements for digital administration and data-driven policymaking,” adding, “We will continue to build a trust-based data utilization ecosystem together with public institutions across the Busan region.”
