Busan Metropolitan City Establishes “Zero Safety Gap” Response System Ahead of BTS World Tour

Busan Metropolitan City (Acting Mayor Kim Kyung-duk) announced that it held a policy review meeting today (May 19) at 2:00 p.m. in the City Hall Video Conference Room to inspect the city’s readiness to accommodate visitors, from safety measures to tourism content, ahead of the “BTS World Tour Arirang IN Busan” concerts scheduled for June 12 and 13.

The meeting was organized to review preparations announced during the first inspection meeting held on April 20 and to discuss specific implementation tasks approximately one month before the “BTS World Tour Arirang IN Busan” concerts.

Representatives from HYBE, the concert organizer, attended the meeting and presented the safety management plan, engaging in practical discussions. Busan Metropolitan City plans to establish a seamless cooperation system integrating the city’s administrative capabilities in the areas of safety, medical services, and transportation.

Based on all possible risk scenarios surrounding the Busan Asiad Main Stadium, where the concerts will take place, the city will conduct meticulous inspections covering everything from the on-site command system to emergency medical services and traffic dispersion measures. In particular, the city plans to completely eliminate blind spots in safety management through real-time crowd density monitoring.

As the BTS World Tour is expected to attract massive crowds, Busan Metropolitan City will thoroughly manage crowd control and establish an on-site response system across the entire city to ensure zero safety gaps.

From June 12 to 13, the city will operate a joint comprehensive situation room led by the Director General of the Tourism MICE Bureau in cooperation with related agencies including the Busan Fire and Disaster Headquarters and the Busan Metropolitan Police Agency. The city will also utilize the “Mass Gathering Crowd Management System” to monitor situations in real time.

The city plans to thoroughly eliminate potential hazards in advance at the concert venue and along major pedestrian routes, while deploying concentrated safety personnel at crowded areas such as entrances to Busan Asiad Main Stadium and nearby urban railway stations. In addition to the main concert venue, patrol personnel will be significantly reinforced around event areas including the Gwangalli M Drone Show and Bukhang Port Village. A joint integrated situation management system involving local governments and police will also be operated to secure safety throughout Busan.

Furthermore, the city plans to establish an immediate emergency response and transportation system by operating a Fire Emergency Command Headquarters and emergency medical stations near the concert venue.

Busan Metropolitan City will also implement special transportation measures in cooperation with related agencies to address anticipated traffic congestion.

To prepare for the increase in international arrivals at Gimhae Airport, the city plans to maximize staffing for international immigration screening. During peak congestion periods before and after the concerts, public transportation services including urban railways, light rail transit, and city buses will be expanded, and intervals between services will be shortened.

In particular, at Sports Complex Station, where severe congestion is expected, passenger entry will be controlled in stages. The city will also intensify efforts to ensure pedestrian safety and on-site management by implementing preemptive traffic management on nearby roads, cracking down on illegal parking and stopping, and immediately towing shared personal mobility devices.

Busan Metropolitan City is promoting the concerts as a “citywide festivalization” project that transforms the entire city into a stage, with the goal of expanding Busan into a stay-oriented K-tourism hub.

The city plans to implement a four-stage strategy of “hospitality, experience, gastronomy, and branding” by linking K-POP content with Busan’s tourism infrastructure. In line with the large-scale K-POP concerts taking place in June, the city will launch the “INTO K-POP, INTO BUSAN” campaign targeting global fandoms to firmly establish Busan’s identity as a global K-POP destination.

Meanwhile, the city will initiate a policy research project through the Busan Development Institute to objectively verify the regional economic impact of the “BTS World Tour Arirang IN Busan” and establish data-driven tourism policies based on the findings.

By linking big data with field surveys, the city will conduct a detailed analysis of audience movement patterns and consumption contributions. The results will be reflected in the development of customized stay-oriented tourism products by nationality and improvements to visitor accommodation systems. The city plans to utilize the findings as foundational policy data for attracting future global mega-events and accommodating large-scale tourist inflows.

Kim Kyung-duk, Acting Mayor of Busan Metropolitan City, stated, “As this is a major global event drawing worldwide attention, we will work closely with related agencies and the organizer to ensure there are no safety gaps or transportation inconveniences through meticulous preparations.” He added, “Through this concert, we aim to leave a lasting impression on domestic and international fans visiting Busan and help Busan evolve beyond a simple concert venue into a world-class stay-oriented K-tourism hub.”
