Busan Metropolitan City Hosts Anti-Corruption and Integrity Special Lecture Featuring the Author of “Why Is Justice Never on My Side?”

Busan Metropolitan City, under Acting Mayor Kim Kyung-duk, announced that it will hold the “2026 First Half Anti-Corruption and Integrity Special Lecture” today (May 12) at 9:30 a.m. in the City Hall Grand Auditorium to strengthen integrity capabilities among public officials and promote a culture of integrity across the organization.

The special lecture will feature Kim Seong-wan, author of “Why Is Justice Never on My Side?”, a book selected as a recommended integrity publication in the “Integrity BOOK for BOOK” contest organized by the National Integrity Rights Education Institute.

◯ Kim Seong-wan is an integrity specialist lecturer and author of a recommended integrity book, and he will deliver a lecture under the theme “Integrity Busan Awakens Justice.”

◯ During the lecture, anti-corruption laws and institutional systems will be explained through practical case studies tailored to the perspective of public officials.

Approximately 800 participants, including senior officials at Grade 5 or above, newly appointed and promoted officials, will attend the program. Employees from districts, counties, city-affiliated corporations and public institutions, and funded or invested organizations who wish to participate will also join the session.

◯ Under the Anti-Corruption and Civil Rights Commission Act, all public officials are required to complete at least two hours of anti-corruption education once a year.

◯ In particular, this session will focus on key anti-corruption laws, including the Conflict of Interest Prevention Act, the Improper Solicitation and Graft Act, and the Code of Conduct for Public Officials. The City expects the lecture to contribute to raising integrity awareness among public officials and fostering a transparent public service culture.

Acting Mayor Kim Kyung-duk stated, “Integrity is the most fundamental and essential competency that public officials must possess,” adding, “Through this special lecture, we will once again reflect on the value of integrity and do our utmost to create a public service culture that earns the trust of citizens.”
