Busan Metropolitan City to Advance Region-Specific Regulatory Rationalization and Establish the 2026 Regulatory Innovation Implementation Plan

Busan Metropolitan City (Acting Mayor Kim Kyung-duk) announced that it has established the “2026 Regulatory Innovation Implementation Plan,” aimed at enhancing regional economic development and alleviating the burden of livelihood-related regulations through region-specific regulatory rationalization, and will begin full-scale implementation.

The city formulated the plan on April 24 by collecting opinions from experts across various fields at the “2nd Regulatory Reform Committee of 2026.”

This plan focuses on regulatory innovation that can be tangibly experienced by citizens and businesses, with an emphasis on revitalizing the regional economy and laying the foundation for sustainable growth.

In 2026, the city will pursue four key tasks and 14 detailed initiatives, including priority improvement of locally relevant central government regulations, intensive reform of local ordinances, enhancement of the perceived effectiveness of livelihood regulatory innovation, and strengthening the efficiency and expertise of regulatory management.

In particular, it will newly promote the rationalization of livelihood regulations in four major areas closely related to citizens’ daily lives, as well as the rationalization of regional industry regulations in three sectors—traditional, service, and emerging industries—core national policy agendas of the people-centered government, thereby strengthening the foundation for revitalizing the regional economy.

Through these efforts, the city plans to ease regulatory burdens on small business owners and self-employed individuals while also creating favorable conditions for the growth of emerging industries such as artificial intelligence (AI) and drones.

The city will also expand the operation of the demand-driven “On-site Regulatory Reporting Center” to directly identify and resolve inconveniences faced by businesses, small business owners, and citizens. In addition, it plans to increase public interest in regulatory reform and foster a culture of regulatory innovation through citizen-participatory idea contests on livelihood regulatory innovation.

Furthermore, to address unreasonable regulations remaining in local ordinances, the city will select priority areas for focused reform and carry out intensive improvements.

It will strengthen the regulatory burden of proof system, requiring public officials to demonstrate the necessity of maintaining regulations, and will actively identify and improve so-called “shadow regulations” that exist in practice but are not stipulated in laws or regulations.

The regulatory burden of proof system is a demand-oriented regulatory improvement approach under which a regulation must be improved if the responsible public official fails to prove the necessity of maintaining it.

Acting Mayor Kim Kyung-duk of Busan Metropolitan City stated, “In 2026, we will pursue effective regulatory rationalization that revitalizes both people’s livelihoods and regional industries,” adding, “Through practical, demand-oriented regulatory improvements in the field, we will deliver tangible changes felt by citizens and invigorate the regional economy.”
