Mayor Park Heong-joon Announces Full-Scale Implementation of Data-Driven Administration: Launch of a KRW 50.3 Billion Master Plan

Busan Metropolitan City (Mayor Park Heong-joon) announced that it has established the “Data-Driven Administration Strategy Master Plan” to enhance Busan’s future competitiveness and realize intelligent smart administration, and is now entering the full-scale implementation phase.

This plan is a mid- to long-term strategy designed to improve administrative efficiency and systematically foster the data industry ecosystem in response to the digital transformation and the spread of artificial intelligence (AI). A total of KRW 50.3 billion will be invested over the next five years to simultaneously promote data-driven administration and industrial development.

Through expert consultations and coordination with relevant departments, the City has finalized a budget plan totaling KRW 50.3 billion along with ten implementation tasks across four key areas, and will now actively pursue these four strategies.

First, under “Enhancing Efficiency of Data Open Services,” the City will identify high-value data reflecting the needs of citizens and businesses, and expand its analysis and utilization.
Second, under “Systematizing Data Management,” it will integrate and manage data scattered across administrative functions to improve reliability.
Third, under “Promoting Private Sector-Led Data Industry,” it will support the growth of data companies and the creation of data ecosystems by key industries.
Fourth, under “Fostering Core Data Talent,” it will nurture professional personnel to respond to a data-driven society and enhance citizens’ data literacy.

This plan is a comprehensive strategy encompassing the entire lifecycle of data—from collection and opening to utilization, analysis, and industrialization. It focuses on strengthening the foundation for integrated use of public and private data and revitalizing the data industry.

The City plans to establish enterprise-wide metadata management and a control tower function to enhance consistency and efficiency in data management. It will also create a support system for businesses through annual budgeting and promote projects to support data ecosystems by key industries, thereby underpinning private sector-led growth.

Mayor Park Heong-joon stated, “This master plan goes beyond simply utilizing data; it is a strategy to strengthen data utilization capabilities across both the public and private sectors and to establish a data-driven decision-making system,” adding, “We will faithfully implement the ten key tasks, including promoting the data industry, to realize a data-driven administration that citizens can truly experience.”
