Busan Metropolitan City (Mayor Park Heong-joon) announced that it held a policy briefing titled “Sanbok Road, A Century of Transportation and Residential Transformation Project” today (2nd) at 1:50 PM at the Busan Port International Exhibition & Convention Center, presenting a future vision aimed at improving transportation and residential environments in the Sanbok Road area and revitalizing the original downtown.

The briefing combined a field visit to key project sites in the Sanbok Road area with a policy presentation, serving as an opportunity to share the direction and core initiatives for transportation and residential innovation with citizens.

This project is a strategy to fundamentally address structural issues in the Sanbok Road area, where residents have long experienced inconvenience in mobility and daily life due to steep terrain and complex topography. Its core objective is to simultaneously innovate both transportation and residential environments.

First, the city will fundamentally improve the urban spatial structure by constructing vertical connecting roads linking Sanbok Road to Jungang-daero.

Through the development of direct top-to-bottom connecting roads with four or more lanes, travel routes will be simplified, and transportation accessibility for Sanbok Road residents will be significantly enhanced.

In addition, closely integrated neighborhood infrastructure—such as public parking lots, bus stops, and small parks—will be developed in connection with these roads to improve residents’ convenience.

The city will also establish a circular transit network connecting the entire Sanbok Road area and introduce “half-price circular buses.”

Through the operation of circular buses, the entire Sanbok Road area will be integrated into a single living zone, complementing the limitations of existing hillside monorails and elevators.

In particular, a transportation system will be established to enable access to urban rail stations within five minutes, while fares will be set at less than half of current levels to reduce the financial burden on residents.

In addition, safe pedestrian pathways connecting Sanbok Road and Jungang-daero will be created to enhance walkability.

By promoting a pedestrian-centered mobility environment and improving both daily living and tourism routes, the city aims to enhance residents’ convenience while attracting more visitors.

Furthermore, in connection with the existing Sanbok Road Renaissance Project, the utilization of community infrastructure and shared spaces will be enhanced, and urban vitality will be strengthened through the activation of reconstruction and redevelopment.

Moreover, the city will develop a “Busan-style hillside residential model for Sanbok Road” and provide incentives in parallel to drive residential environment innovation.

Through customized housing models reflecting hillside characteristics, stable living conditions will be established, and a foundation for sustainable urban management will be secured.

By incorporating domestic and international housing policy cases and offering a range of incentives, the city plans to encourage private sector participation and support the stable settlement of the residential model.

The project will begin with a pilot program centered in Dong-gu and, after verifying its effectiveness, will be gradually expanded across the entire Sanbok Road area.

Following evaluation of the pilot project’s outcomes, the initiative will be sequentially extended to six additional districts to systematically improve transportation and residential environments throughout the Sanbok Road area.

Mayor Park Heong-joon stated, “Sanbok Road is both the starting point of Busan’s industrialization and urban growth and a core space of the original downtown,” adding, “Through this transportation and residential transformation, we will reconnect Sanbok Road with the city center, create an environment where all citizens can move conveniently, and make it the starting point for opening Busan’s next 100 years.”
