Busan Metropolitan City Achieves Highest (SA) Rating for Three Consecutive Years in Pledge Implementation Evaluation

Busan Metropolitan City (Mayor Park Heong-joon) announced today (April 1) that it has achieved the highest (SA) rating nationwide for three consecutive years in the “2026 Evaluation of Pledge Implementation and Information Disclosure by Metropolitan and Provincial Governors” conducted by the Korea Manifesto Center.

This marks the third consecutive year since the launch of the 8th elected administration that the city has maintained the highest (SA) rating, an unprecedented achievement in the past decade of the same evaluation. In particular, maintaining the highest rating for three consecutive years at the metropolitan government level is rare, underscoring Busan Metropolitan City’s stable administration and systematic capability in managing pledges.

The evaluation was conducted by the Korea Manifesto Center from February this year, targeting 17 metropolitan and provincial governments nationwide. It comprehensively analyzed and assessed pledge implementation performance as of December 31, 2025, based on five criteria: completion of pledged projects, achievement of 2025 targets, citizen communication, online communication, and consistency of pledges.

Busan Metropolitan City was awarded the highest (SA) rating in the overall pledge implementation evaluation. The city recorded a pledge fulfillment rate of 81.5%, exceeding the national average of 80.3%, and also achieved the highest (SA) rating in the citizen communication category. It received high evaluations overall in both online communication and pledge consistency.

By disclosing pledge implementation plans and performance to citizens and operating a systematic, website-based system for collecting public opinions, the city has continuously strengthened transparency in pledge implementation and accessibility to information.

In addition, the city has demonstrated stable performance in securing financial resources, which form the practical foundation for implementing pledges. The total financial scale required for pledge implementation during the 8th administration amounts to KRW 14.0357 trillion, of which KRW 10.6342 trillion (75.8%) has been secured, establishing a stable basis for fulfilling pledges. To date, all pledged projects are proceeding as planned without any being put on hold or discarded.

Since the launch of the 8th elected administration, Busan Metropolitan City has systematically established pledge implementation plans and enhanced transparency and effectiveness through regular inspections and citizen-participation-based verification processes.

The city regularly manages progress by project, financial execution status, and future plans, and continuously improves policy execution by adjusting and supplementing projects as needed. In particular, it has focused on enhancing trust in pledge implementation by institutionalizing mechanisms that incorporate citizen opinions into the policy process, such as the operation of a citizen jury system.

Meanwhile, under the vision of the 8th elected administration, “Busan First, Moving Toward the Future—Green Smart City Busan,” the city is promoting a total of 108 pledged projects under six core goals: a citizen happiness city, a global hub city, a startup and finance city, a digital innovation city, a low-carbon green city, and a culture and tourism attraction city. The city is concentrating its administrative capabilities to ensure smooth and uninterrupted implementation.

Mayor Park Heong-joon stated, “Achieving the highest (SA) rating for three consecutive years is the result of all public officials consistently striving with the highest priority placed on promises to citizens,” adding, “We will continue to communicate from the citizens’ perspective and deliver tangible policy outcomes, striving to make Busan a city where tomorrow is more anticipated than today and a place people would choose to live in again.”
