Busan Metropolitan City Selects Contractor for “West Busan Administrative Complex Town,” Marking Full-Scale Launch of Balanced Development in West Busan

Busan Metropolitan City (Mayor Park Heong-joon) announced that it has selected the Taeyoung E&C Consortium as the successful bidder for the “West Busan Administrative Complex Town Construction Project,” a key leading initiative for balanced development in West Busan, and will proceed with the project in earnest.

The “West Busan Administrative Complex Town” will be built as a major facility for balanced east-west development, consisting of two complex buildings with 5 basement floors and 14 to 31 above-ground floors. It will be developed as an open public office building connected via the first basement level to the Sasang–Hadan Line smart city station of the urban railway, maximizing accessibility for citizens. A total of 16 institutions (departments), including the City Innovation and Balanced Development Office and the Construction Headquarters, will relocate here, significantly improving the quality of administrative services in the West Busan area.

In particular, the “West Busan Administrative Complex Town” goes beyond a typical government office building and is regarded as a key driving force for the success of the Sasang Dream Smart City development project, which aims to revitalize the Sasang Industrial Complex—Busan’s first industrial complex formed in the late 1960s.

Since deciding on the construction policy, the city has meticulously carried out related administrative procedures, including feasibility studies, designation of an activation zone by the Ministry of Land, Infrastructure and Transport, passing the central investment review by the Ministry of the Interior and Safety, deliberation on public property by the city council and approval of the public property management plan, design competitions, and the technical proposal-based bidding process for detailed design and construction.

Two consortiums—the Taeyoung E&C Consortium and the Kumho E&C Consortium—participated in the technical proposal-based detailed design bid, engaging in fierce competition. In particular, the high participation rate of local construction companies is expected to greatly contribute to revitalizing the local economy.

To evaluate the technical proposals submitted by participating companies, the city’s Construction Technology Review Committee conducted a month-long evaluation process, including joint presentations, site inspections by committee members, technical review meetings, Q&A sessions, and discussion forums. After finalizing evaluation scores and eligibility, the results were notified to Busan Metropolitan Corporation, which combined technical and price scores to ultimately select the Taeyoung E&C Consortium as the preferred bidder.

The Taeyoung E&C Consortium has a local company participation rate of 58%, significantly exceeding the legal requirement of 39%. This is expected to generate a virtuous cycle in the local economy through the reinvestment of construction costs within the region, strengthening the competitiveness of local construction companies, increasing local employment, and activating related industries such as equipment, materials, and transportation, as well as nearby commercial areas.

Meanwhile, the city is also sequentially promoting the Sasang Dream Smart City development project to transform aging industrial complexes into desirable workplaces for young people by expanding and upgrading infrastructure, alleviating traffic congestion, and improving working conditions.

With a total project cost of KRW 244.9 billion (including national and municipal funding), the Sasang Dream Smart City project will expand four major roads within the industrial complex and create parking lots and parks—facilities most needed by workers.

Among these, construction to expand Saebyeok-ro, the central north-south road within the industrial complex (L=1,030m, B=20→30m), and the southern road of Hakjang Elementary School, the east-west axis (L=1,590m, B=10→20m), is scheduled to begin in the first half of this year. Compensation for the parking lot and park (A=9,839㎡) will be completed by the end of this year, with construction planned to begin next year.
