Busan Metropolitan City Launches KRW 13.7 Trillion “Busan-Style Projects” in Response to National Growth Fund… Opening the Future of Busan Through Fostering New Industries

Busan Metropolitan City (Mayor Park Heong-joon) announced that it will sign a “Memorandum of Understanding for Responding to the National Growth Fund and Supporting the Development of Regional Advanced Strategic Industries” with the Busan Chamber of Commerce and Industry and BNK Busan Bank today (25th) at 9:00 a.m. in Small Conference Room 1 on the 12th floor of City Hall, followed by a briefing session on the Busan Innovation Strategy and Core Project Implementation Strategy.

A total of 17 participants will attend the signing ceremony and briefing, including Mayor Park Heong-joon and key city officials such as the Vice Mayor for Administrative Affairs, as well as Yang Jae-saeng, Chairman of the Busan Chamber of Commerce and Industry, and Kim Sung-joo, President of BNK Busan Bank.

The National Growth Fund is a government initiative that will support KRW 150 trillion over five years across the entire ecosystem forming value chains in advanced strategic industries that will serve as new growth engines over the next 20 years, with more than 40 percent (KRW 60 trillion) allocated to regional areas.

In response, Busan Metropolitan City has proactively identified Busan innovation strategies and core projects worth approximately KRW 14 trillion and plans to attract funds from the National Growth Fund to utilize them as a key driver for fostering new industries.

The “Memorandum of Understanding for Responding to the National Growth Fund and Supporting the Development of Regional Advanced Strategic Industries” establishes a “one-team” system in which policy, industry, and finance collaborate organically among Busan Metropolitan City, the Busan Chamber of Commerce and Industry, and BNK Busan Bank to jointly respond to attracting investment and expanding the growth base of regional companies.

In cooperation with BNK Busan Bank, the City will provide special preferential financial support worth KRW 200 billion for companies in advanced strategic industries and operate a pre-consultation advisory window tailored to different fund types, including direct investment and ultra-low-interest loans.

Through this, the City plans to comprehensively support all stages—from project planning to investment structure design and linkage with policy finance—to enhance companies’ investment execution capabilities and financial utilization capacity.

At the “Busan Innovation Strategy and Core Project Implementation Strategy Briefing” held on the same day, comprehensive discussions will take place on measures to foster regional advanced strategic industries and strengthen investment foundations in response to government policies.

At the briefing, implementation strategies for 11 projects in advanced strategic industry sectors—including semiconductors, energy, artificial intelligence (AI), robotics, secondary batteries, and bio—worth a total of KRW 13.7 trillion will be shared as part of the “Busan Innovation Strategy and Core Projects.”

In the semiconductor sector, the City will focus on the KRW 3.7 trillion “Marine Semiconductor Hub City Development” project, which maximizes Busan’s future growth potential and industrial characteristics.

In the energy sector, the City will strategically implement the KRW 2.6 trillion “Gadeok Green Energy City Development” project and the “Gangseo Smart Grid Development in a Distributed Energy Special Zone.”

In the artificial intelligence (AI) sector, three key projects worth KRW 5.8 trillion will be implemented, including the “EDC Green Data Center Cluster Development and Activation,” “Digital Transformation of the Busan Footwear Industry,” and “Construction of a Marine Mobility Testbed.”

The 11 “Busan-style Core Projects,” including those in robotics, secondary batteries, and bio, are expected to generate ripple effects not only regionally but also at the national level. The City plans to establish a full-cycle support system covering company discovery, investment linkage, and project implementation to focus on delivering tangible results.

Mayor Park Heong-joon stated, “We will steadily implement Busan-style core projects centered on new industries to redraw Busan’s industrial map,” adding, “Through this, we will ensure Busan makes a decisive leap forward as a global hub city of a different class.”
