Mayor Park Heong-joon Declares “Doubling Growth in Self-Reliance in Busan” … “ALL-LIVE”: Building a Busan Where Everyone Lives Well Together

Busan Metropolitan City (Mayor Park Heong-joon) announced that it will hold the 2026 “Declaration Ceremony for Doubling Growth in Self-Reliance” today (March 23) at 4:00 PM in the main auditorium of City Hall under the slogan “Double the Support! Double the Pride! Double the Sales!”

This event has been organized to advance Busan’s self-reliance programs in 2026 with the goal of doubling support from Busan Metropolitan City, doubling participants’ pride, and doubling sales at ALL-LIVE markets. Approximately 700 people are expected to attend, including Mayor Park Heong-joon, President Ahn Byeong-gil of Korea Ocean Business Corporation, the head of the Busan Association of Local Self-Reliance Centers, the director of the Busan Metropolitan Self-Reliance Center, and participants in the ALL-LIVE program.

The event will consist of Part 1: job training, followed by Part 2: screening of a promotional video for ALL-LIVE, opening remarks and congratulatory speeches, presentation of ALL-LIVE cards and market plaques, a donation ceremony, an oath ceremony, and a performance.

ALL-LIVE is Busan’s self-reliance policy brand, representing the vision of creating a city where everyone lives well together.

During the “ALL-LIVE Card and Market Plaque Presentation Ceremony,” representative participants and affiliated store representatives will receive ALL-LIVE cards (KRW 200,000 per person) and market plaques for 109 locations, sharing the significance of expanding the ALL-LIVE initiative. In the subsequent donation ceremony, Korea Ocean Business Corporation will deliver a donation of KRW 150 million to the Busan Association of Local Self-Reliance Centers to support the activation of the ALL-LIVE program.

In the oath ceremony, representatives of the ALL-LIVE program will pledge a shared commitment to both quantitative and qualitative growth in Busan’s self-reliance programs and declare a new leap forward.

Busan Metropolitan City will reaffirm its commitment to both quantitative and qualitative growth in self-reliance initiatives and declare a collective leap toward “Doubling Growth in Self-Reliance” in 2026 with participants and related organizations. The city will also significantly expand participation this year by operating 109 ALL-LIVE markets and providing KRW 200,000 in points per participant.

Following the hospital companion service, the city plans to establish a 100 percent implementation system led by self-reliance centers in areas such as residential environment improvement, further strengthening the role of self-reliance programs in local care and daily life services.

Furthermore, participants in self-reliance projects and enterprises will grow beyond simple welfare beneficiaries into producers, consumers, and contributors, while reinforcing a structure in which local commercial districts and self-reliance enterprises grow together.

On the same day, the newly introduced “Traveling ALL-LIVE Popup Store” will be held from 10:00 AM to 5:00 PM on the first floor of City Hall (in front of the main auditorium and conference hall).

The “Traveling ALL-LIVE Popup Store” is being launched for the first time this year to expand sales channels for self-reliance products produced by Busan’s self-reliance project groups and enterprises and to enhance awareness of the ALL-LIVE brand.

A total of 18 ALL-LIVE markets will participate in the popup store, offering a variety of self-reliance products—including walnut pastries, handmade fruit syrups, and flowers and potted plants—at discounts of up to 20 percent.

In addition, on-site events will be held for citizens to enjoy and participate, including a KRW 5,000 voucher for purchases over KRW 20,000, a gift of self-reliance products worth KRW 20,000 for those who spend over KRW 30,000 and complete a support capsule message, and photo zone events.

Through this event, the city aims to encourage participants’ will for self-reliance and further strengthen efforts to build a Busan-style self-reliance ecosystem that grows together with the local community.

Mayor Park Heong-joon stated, “ALL-LIVE is a new self-reliance model that expands beyond the realm of welfare into a structure where production, consumption, and reinvestment are interconnected.
