Busan Metropolitan City to Establish the 3rd Fisheries and Fishing Village Development Plan: Responding to the Climate Crisis and Strengthening Fisheries Competitiveness

Busan Metropolitan City, led by Mayor Park Heong-joon, announced that it will establish the “3rd Busan Metropolitan City Fisheries and Fishing Village Development Plan (2026–2030)” to create new opportunities for fisheries and fishing villages facing difficulties due to the climate crisis and aging populations, and to strengthen the future competitiveness of Busan’s fisheries sector.

This plan is a statutory plan established every five years in accordance with the Framework Act on Fisheries and Fishing Village Development and the Ministry of Oceans and Fisheries’ 5th Basic Plan for Fisheries and Fishing Village Development. Its purpose is to evaluate the achievements and limitations of the 2nd Busan Metropolitan City Fisheries and Fishing Village Development Plan and to develop differentiated development strategies tailored specifically to Busan.

Under the vision of the national 5th Basic Plan for Fisheries and Fishing Village Development—“A Sustainable Ocean and Fishing Villages Where People Thrive Together”—the city will actively respond to changing fisheries policy environments and formulate a sustainable development plan suited to Busan’s regional characteristics.

To this end, the city has been collecting on-site opinions prior to establishing full-scale development strategies. This year, it gathered input from around 160 stakeholders, including fishermen affiliated with the Gijang Fisheries Cooperative on January 20 and members of the cold storage and refrigeration industry at the Fisheries Processing Advanced Industrial Complex on January 31.

In the future, Busan Metropolitan City will continue holding a series of fisheries industry meetings with fishermen affiliated with Busan Fisheries Cooperative and Bugyeong New Port Fisheries Cooperative.

Based on these consultations, the city plans to formulate development strategies for fisheries and fishing villages. It will identify policy initiatives capable of responding to rapidly changing climate and environmental conditions as well as domestic and international challenges such as declining fishing village populations, aging communities, and the opening of seafood markets. It will also derive annual and phased implementation tasks aligned with Busan’s vision of becoming a global marine hub city.

The research project for establishing the plan will be conducted over eight months, from February to October of this year. Major tasks include analyzing domestic and international fisheries and fishing village environments and conditions, evaluating the outcomes of the 2nd Busan Metropolitan City Fisheries and Fishing Village Development Plan, establishing mid- to long-term visions and development strategies, and preparing detailed annual and phased implementation plans along with a roadmap.

During the research process, the city will incorporate a wide range of opinions through surveys of fishermen and public officials as well as expert interviews. It will also establish a systematic implementation roadmap that includes prioritization of identified initiatives, measures for securing the required budget, and annual and phased implementation plans to enhance the effectiveness of Busan’s specialized fisheries and fishing village development strategy.

Jo Yeong-tae, Director General of the Marine and Fisheries Bureau of Busan Metropolitan City, stated, “Through this Fisheries and Fishing Village Development Plan, we will overcome the challenges faced by fisheries and fishing villages due to the climate crisis, aging fishing populations, and the opening of seafood markets, and we will do our utmost to enable Busan to advance as a global marine hub city.”
