Mayor Park Heong-joon: Busan Ranked No.1 Nationwide in Pseudonymized Data Utilization Support Center Performance Evaluation, Strengthening Its Role as a Safe and Trusted Data Hub City

Busan Metropolitan City (Mayor Park Heong-joon) announced that it has been selected as the nation’s No.1 top-performing institution in the “Pseudonymized Data Utilization Support Center Operation Performance Evaluation” conducted by the Personal Information Protection Commission.

The evaluation targeted pseudonymized data centers across the country, including those in Seoul, Gangwon, Busan, Daejeon, and Incheon. Based on operational performance in 2025, the assessment comprehensively evaluated factors such as the activation of pseudonymized data utilization, securing professional expertise, advancement of operational systems, and achievements in promotion and dissemination.

The Busan Pseudonymized Data Utilization Support Center (hereinafter “Busan Center”) was established by Busan Metropolitan City to ensure safe processing of pseudonymized data in the region and to expand data utilization. The center provides infrastructure support to companies and research institutions that lack sufficient pseudonymized data processing capabilities, and it is operated by Busan Technopark.

Pseudonymized data refers to information created by processing personal information so that individuals cannot be identified without additional data, enabling its use for statistical compilation and scientific research.

The Busan Center demonstrated the highest level of pseudonymized data utilization capability in the nation, receiving outstanding recognition across all evaluation categories.

In 2025, the Busan Center carried out 35 consulting cases on pseudonymized data utilization (2 comprehensive cases and 33 sectoral cases), provided support for 13 pseudonymization processes, and assisted with 3 data linkage projects.

In addition, through 5 data analysis projects and 10 adequacy reviews, the center established a secure pseudonymized data processing system and expanded the foundation for data utilization in both policy and industry sectors.

The center also strengthened regional capabilities in pseudonymized data utilization by hosting a total of 13 training sessions and seminars for civil servants, public institutions, graduate students, and corporate practitioners.

Major pseudonymized data linkage analysis cases include analysis of public parking usage patterns near Busan Urban Railway stations, diagnosis of healthcare service coverage based on characteristics of medical bus users, and analysis of the policy effects of the local currency Dongbaekjeon.

These cases were recognized as examples of evidence-based scientific administration, using pseudonymized linkage analysis of public and private data to provide grounds for policy improvement and operational efficiency.

Busan Metropolitan City and Busan Technopark have also expanded data utilization models connected with regional strategic industries such as finance, tourism, manufacturing, and healthcare, while establishing a cooperative system with Statistics Korea’s southeastern regional office.

They are further expanding the regional data cooperation framework by operating a consultative body for data sharing and utilization among related organizations and hosting the global data hackathon DIVE 2025.

Busan Metropolitan City plans to continue strengthening data-driven administration centered on pseudonymized data utilization, enhancing regional industrial competitiveness and policy quality, and further solidifying its status as the central hub for pseudonymized data utilization in the southeastern region.
