Preventive Road Management Proves Effective: Busan Metropolitan City Wins Grand Prize in the Metropolitan Cities Category at the 2025 Autumn Road Maintenance Evaluation

Busan Metropolitan City, led by Mayor Park Heong-joon, announced that it has won the Grand Prize in the metropolitan cities category at the 2025 Autumn Road Maintenance Evaluation conducted by the Ministry of Land, Infrastructure and Transport last year.

In accordance with Article 50 of the Road Act, the Ministry of Land, Infrastructure and Transport conducts inspections of road maintenance conditions and evaluates maintenance standards twice a year, in spring and autumn, for roads under its jurisdiction. Outstanding institutions are selected based on comprehensive assessments of road pavement conditions, structural management, maintenance of safety facilities, and disaster preparedness systems.

The Ministry’s Road Maintenance Evaluation is conducted twice annually to comprehensively assess road maintenance performance and compare and analyze the road management levels of local governments nationwide. It serves as a representative indicator of local governments’ road maintenance capabilities. Busan Metropolitan City also conducts its own evaluations to select and award outstanding districts, counties, and institutions, thereby promoting the overall enhancement of road management standards.

Over the past year, the City carried out maintenance on 810,000 square meters of roads, 813 structures, and 760 road signs. It also received high marks for maintaining safe and pleasant road conditions by removing illegal road occupancy facilities.

In this year’s evaluation, which consisted of on-site and administrative assessments, the City received excellent grades in 7 out of 12 detailed items and was selected as the top-performing institution. This marks its first Grand Prize in six years since winning in 2019. In particular, it received high scores for preemptive maintenance of aging roads, structural safety management, and preparedness for seasonal disasters.

In addition, through an organizational restructuring in August last year (2025), the City established the Road Safety Division to manage roads within Busan more systematically and professionally.

The Road Safety Division has carried out proactive administration to create a safer and more pleasant road environment, including establishing the nation’s first standard plan for evacuation guidance facilities in underground roadways and preventing road subsidence accidents through ground-penetrating radar (GPR) surveys. The City plans to continue maintaining its status as the top-performing local government.

Meanwhile, the City will make every effort this year as well, beginning with spring road maintenance, to ensure a safer and more comfortable road environment.

Starting with road maintenance ahead of the Lunar New Year holiday, as well as maintenance during the thawing season and spring, the City will cooperate with districts, counties, and relevant institutions to provide safe and pleasant roads.

Mayor Park Heong-joon stated, “This Grand Prize reflects the positive evaluation of our City’s consistent efforts in road maintenance. As roads are critical infrastructure that connect citizens’ daily lives, industry, and tourism, it is of utmost importance to manage them so they can be used safely and conveniently.”

He added, “We will continue to do our utmost to create a safe and pleasant road environment so that both our citizens and visitors to Busan can use our roads with confidence.”
