Busan Metropolitan City to Conduct Construction Technology Reviews for 108 Public Construction Projects This Year, Focusing on Revitalizing the Local Economy

Busan Metropolitan City, headed by Mayor Park Heong-joon, announced that it plans to conduct construction technology reviews for 108 public construction projects this year to systematically secure the design quality and safety of public facilities.

Through the Construction Technology Review Committee, the City will review design feasibility as well as the safety and appropriateness of facilities. The Committee consists of 250 experts across 20 fields, including architectural planning, civil engineering structures, and electrical engineering.

The types of construction technology reviews include design qualification reviews for large-scale projects, design reviews for construction projects worth KRW 10 billion or more, reviews of design service procurement plans, and reviews of the appropriateness of construction period calculations.

In particular, to revitalize the local economy, the City plans to promote expanded use of local construction materials by ensuring that materials produced in the region are given priority from the design phase through completion for major construction materials.

Through reviews of technical service procurement plans conducted at the design procurement stage, the City will ensure that priority use of locally produced construction materials is included in the terms of reference.

In addition, at the design review stage conducted upon completion of design, the City will verify whether locally produced construction materials have been reflected in the actual design and will require reasons to be specified if they have not been applied, continuing efforts to expand the use of regional construction materials.

This year, technology-based bidding reviews for three large-scale construction projects are planned, including the West Busan Administrative Complex Town Construction Project, the road construction project connecting Busan Bridge and the Dongsam Innovation City area, and the BEXCO Exhibition Center 3 Construction Project.

Through these reviews, the City plans to verify the appropriateness of designs and technical capabilities, while also evaluating the application of smart construction technologies such as Building Information Modeling (BIM), thereby securing global competitiveness for construction projects.

Meanwhile, last year (2025), the City conducted a comprehensive review and improvement of overall construction technology review operations, carrying out a total of 189 construction technology reviews and strengthening the design quality and safety of construction projects.

By expanding online written reviews using the Construction Technology Operation System and flexibly operating in-person and written reviews, the City improved the efficiency of the review process.

Through a total of 189 construction technology reviews, the City closely examined stability and completeness at the design stage and proactively managed technical risk factors that could arise during project implementation.

The City also strengthened post-management by conducting inspections of the implementation status of design review results twice a year, in the first and second halves, covering a total of 29 project sites including the Gwangan Bridge Access Road Connection Project, to verify whether review conditions were properly reflected.

Mayor Park Heong-joon stated, “As public construction projects are directly linked to citizen safety, thorough technical verification from the design stage is of utmost importance,” adding, “This year as well, we will do our utmost to ensure that public projects proceed smoothly through prompt yet substantive construction technology reviews, while expanding the use of locally produced construction materials to provide tangible support to the local economy.”
