Busan Metropolitan City Launches Comprehensive Lunar New Year Measures with 24-Hour Response System to Ensure Citizens’ Safety and Daily Stability

Busan Metropolitan City, led by Mayor Park Heong-joon, announced that it will implement the 2026 Lunar New Year Comprehensive Measures to ensure that Busan residents and holiday travelers can enjoy a comfortable and warm holiday season.

The comprehensive measures have been designed to ease household financial burdens during the extended holiday period and to support safe and happy daily lives, comprising 66 initiatives across seven areas.

[An Abundant and Warm Lunar New Year]
The city will boost local economic vitality by creating an environment that promotes consumption and by responding proactively to price stabilization, while also fostering a culture of sharing through strengthened care services and the maintenance of a robust social safety net.

[Livelihood Economy]
Measures include a Dongbaekjeon consumption promotion event, in which 5,000 users who spend more than KRW 500,000 will be selected by lottery to receive KRW 30,000 in policy support funds; discounted sales of Onnuri Gift Certificates at traditional markets of up to 10 percent; Onnuri Gift Certificate cashback events offering refunds of up to KRW 20,000; and the early provision of KRW 240 billion in policy funds for small and medium-sized enterprises and small business owners. These efforts aim to stimulate local consumption and support economic recovery. In addition, the city, district and county offices, and related organizations will operate a Comprehensive Price Stabilization Situation Room to ensure stable prices during the holiday period.

[Sharing-Based Welfare]
To spread a warm culture of sharing throughout the community, the city and social contribution organizations will provide approximately KRW 32 billion worth of donations and goods to 51,000 households, including low-income families, seniors living alone, and residents of single-room housing. The city will also strengthen the safety net for vulnerable groups and enhance citizen convenience by maintaining uninterrupted welfare services, such as safety checks for seniors living alone before and after the holiday, free special meals for people experiencing homelessness, operation of nighttime emergency shelters and relief facilities, and extended operating hours of memorial and columbarium facilities by up to two hours.

[A Safe and Healthy Lunar New Year]
To ensure citizen safety during the holiday, the city will reinforce its 24-hour disaster and safety management system and maintain a 24-hour emergency medical care system to provide seamless medical services.

[Citizen Safety]
The city will operate a 24-hour disaster situation room, implement special duty shifts at fire stations, and run a special forest fire prevention task force to respond swiftly to emergencies. In preparation for the holiday, intensive inspections will be conducted at 529 multi-use buildings, and crowd management measures will be reinforced for 12 large-scale events and festivals to eliminate potential risks in advance.

[Public Health and Medical Services]
During the Lunar New Year holiday, 38 emergency medical institutions will maintain 24-hour medical services. A hotline-based emergency response system will be operated among the city, public health centers, the Fire and Disaster Headquarters, and emergency medical institutions. To minimize gaps in medical services during the extended holiday, financial support will be provided to hospitals, clinics, and pharmacies that remain open on Lunar New Year’s Day, while public medical resources such as public health centers and 18 late-night public pharmacies will be utilized. The city will also ensure full preparedness for emergency quarantine responses to foodborne and respiratory infectious diseases.

[A Comfortable and Enjoyable Lunar New Year]
Through the operation of various Lunar New Year cultural events and experiential programs, the provision of hands-on content to promote local tourism, and the enhancement of transportation and daily convenience infrastructure, the city aims to elevate its urban brand value.

[Culture and Tourism]
To revitalize local tourism, the city will offer a New Year event on the city tour bus, operate traditional culture experience-based tourism content at Taejongdae Resort Park, and keep Hwamyeong Arboretum and Haeundae Arboretum open during the holiday period. These initiatives will provide enjoyable experiences not only for citizens but also for visitors to Busan.

[Transportation]
To manage the surge in travel demand during the holiday period, tolls will be waived for four days from February 15 to February 18 at seven municipal toll roads, and transportation capacity for express buses and rail services will be expanded to improve travel convenience for holiday travelers.

[Daily Convenience]
The city plans to strengthen safety management measures against potential disasters at waste treatment facilities and along major rivers, operate a 24-hour water supply situation room, inspect and maintain water supply facilities to ensure stable water service, and respond swiftly to citizen complaints.

Meanwhile, in line with the implementation of these comprehensive measures, Busan Metropolitan City and its 16 district and county offices will deploy a total of 15,972 personnel to work in the Lunar New Year comprehensive situation system.

For the five-day Lunar New Year holiday period, the city will operate a Comprehensive Holiday Situation Room composed of eight task groups covering administration, disaster prevention, public health, transportation, forest fire prevention, environment, water supply, and firefighting. Through this system, the city will promptly address civil complaints and respond swiftly to incidents and accidents.

In addition, the city will operate a Lunar New Year Holiday Information Website at busan.go.kr/holiday throughout the holiday period, providing citizens with essential information in areas such as medical services, safety, transportation, culture and tourism, and the environment.

Mayor Park Heong-joon stated, “During the Lunar New Year holiday, it is most important that the daily lives of each and every citizen remain comfortable and safe,” adding, “We will ensure that the warmth of economic recovery spreads evenly to neighborhood commercial areas and traditional markets by promoting consumption and stabilizing prices at the same time, while providing more meticulous care and sharing support for vulnerable groups.”

He further emphasized, “Even during the holiday period, we will maintain 24-hour disaster and safety management and emergency medical response systems to protect citizens’ lives and safety under all circumstances, and we will focus our administrative capacity on improving travel convenience for holiday travelers and resolving daily inconveniences.”
