Busan Metropolitan City and the Republic of Korea Navy Join Forces to Lead the Great Transformation of Artificial Intelligence in Maritime and National Defense

Busan Metropolitan City, led by Mayor Park Heong-joon, announced that it will sign a Memorandum of Understanding for the Development of Artificial Intelligence in the Maritime and National Defense Sectors with the Republic of Korea Navy, headed by Chief of Naval Operations Kang Dong-gil, at 14:00 today at the International Protocol Room of City Hall.

The signing ceremony will be attended by Mayor Park Heong-joon and Chief of Naval Operations Kang Dong-gil, who will sign the agreement.

This agreement was designed to lead the future maritime and national defense ecosystem based on civil–public–military cooperation, linked to the establishment of a hub for the transformation of defense artificial intelligence (AX).

Through cooperation among the civil, public, and military sectors, the parties aim to identify artificial intelligence-based defense needs of the Navy and Marine Corps, promote joint research and development, and advance the exchange and cultivation of talent, thereby laying the foundation for the creation of future new industries and the strengthening of advanced defense capabilities.

The main areas of the agreement include exchange and cooperation, technology development, and talent cultivation.

In the area of exchange and cooperation, the parties will expand the foundation for collaboration by establishing a cooperative framework through the creation of a defense artificial intelligence (AX) hub and by hosting civil–military exchange events.

In the area of technology development, the civil, public, and military sectors will jointly utilize resources such as maritime and national defense data, artificial intelligence computing resources, and testbed sites to pursue the development of artificial intelligence technologies together.

In the area of talent cultivation, the parties will strengthen the foundation for nurturing talent by sharing artificial intelligence-related education programs and professional workforce training courses.

Busan is equipped with optimal conditions for research, development, and demonstration of artificial intelligence technologies related to the Navy and Marine Corps, as it possesses large-scale port facilities handling the nation’s largest cargo volumes, a wide range of maritime research institutions, and a digital industrial base centered on the Centum Advanced Industrial Complex.

Technologies developed and demonstrated in the private sector are expected to be rapidly introduced to operational sites such as the Naval Operations Command and the Marine Corps, while the utilization of defense data by the private sector is projected to further accelerate technological advancement.

Through this agreement, the City expects to expand opportunities for local artificial intelligence companies to enter advanced maritime and national defense markets both domestically and internationally, and to invigorate youth entrepreneurship related to artificial intelligence through cooperation in technology and education.

In addition, as the international advanced defense market based on artificial intelligence continues to grow rapidly in response to technological advances and changes in the security environment, the City aims to establish a foundation for the future emergence of global-scale unicorn companies through close collaboration among the civil, public, and military sectors.

Mayor Park Heong-joon stated, “This agreement will serve as an opportunity for shared growth, combining efforts toward Busan’s leap forward as an international maritime artificial intelligence hub city and the Navy’s drive to advance a great transformation in defense artificial intelligence,” adding, “Busan Metropolitan City will continue to actively support initiatives to expand the scope of cooperation in the field of artificial intelligence and lead the artificial intelligence ecosystem in the maritime and national defense sectors.”
