Busan Metropolitan City Launches Online Vote for Citizens to Select Outstanding Proactive Administration Civil Servants

Busan Metropolitan City (Mayor Park Heong-joon) announced that it will conduct an online vote from today (the 6th) through February 12 to select “Outstanding Proactive Administration Civil Servants” for the second half of 2025.

The City is promoting proactive administration to foster a public service culture that takes action by encouraging challenges and practical implementation. As part of this effort, the City selects “Outstanding Proactive Administration Civil Servants” every half-year, recognizing those who have contributed to the development of municipal administration through proactive work driven by creativity and expertise, and expanding outstanding proactive administration cases.

Selectees will receive exceptional personnel benefits, such as special promotion and the highest performance bonus grade, along with additional common incentives, including extra points for policy training and prize money.

To ensure that the selected proactive administration cases are those that citizens directly empathize with and experience, the City is conducting this online vote. The voting results will be reflected as a set number of points (10 points) in the total score of the final evaluation for “Outstanding Proactive Administration Civil Servants.”

The City will make the final selection of outstanding proactive administration civil servants in February by combining the online voting results with the evaluation scores from the Proactive Administration Committee.

Citizens who wish to participate in the selection process may vote during the voting period through the survey on the City website at www.busan.go.kr/minwon/survey, selecting 10 out of the 20 outstanding proactive administration cases.

Meanwhile, in November last year, the City won an Excellence Award and an Encouragement Award at the 2025 Proactive Administration Best Practice Competition jointly hosted by the Ministry of the Interior and Safety, the Ministry of Personnel Management, and the Office for Government Policy Coordination.

Lee Gyeong-deok, the City’s Planning Officer, stated, “To build a city where citizens are happy and to enhance urban competitiveness, it is essential to foster a proactive public service culture and develop flexible problem-solving capabilities that go beyond the conventional and regulatory framework.” He added, “We ask for your continued interest and participation so that proactive administration that citizens can truly feel and experience can become even more active.”
