Busan Metropolitan City Enhances Quality and Safety Through Design Value Engineering (VE), Saving KRW 34 Billion Last Year

Busan Metropolitan City Mayor Park Heong-joon announced that Busan Metropolitan City saved KRW 34 billion in budget last year (2025) through Design Value Engineering (VE), achieving strong results in securing the quality of construction design work.

Over the past year, the City held a total of 95 Design Value Engineering (VE) workshops for 27 public facility construction project designs, including the basic and detailed design for the Busan Bandabi Sports Center Construction Project. Through these efforts, the City saved KRW 34 billion out of a total construction cost of KRW 708.4 billion. The reduction rate was approximately 4.8%.

In addition, through systematic function analysis and alternative reviews of various public facility projects last year, the City adopted a total of 1,149 ideas and reflected them in the designs.

In particular, as the importance of ensuring safety in construction projects continues to grow, Busan Metropolitan City’s Design Value Engineering (VE) is moving beyond a simple cost-saving focus and evolving toward improving the quality and functionality of public facilities and securing safety.

To respond to increasing demand for Design Value Engineering (VE) and strengthen the professionalism and credibility of the system, the City expanded its pool of review committee members from 200 to 250 across 17 fields by publicly recruiting “Busan Metropolitan City Design Value Engineering (VE) Review Committee Members” in August last year. In addition, the City has been working to strengthen its operational foundation by supporting professional training completion for staff in charge of Design Value Engineering (VE) and encouraging them to obtain certifications to enhance their competencies.

Meanwhile, Design Value Engineering (VE, Value Engineering) is a technique applied to construction projects with a total construction cost of KRW 10 billion or more. To secure the best value with the minimum life cycle cost, the City forms a review organization composed of experts from various fields and, through workshops, examines the economic feasibility of design contents and the validity of on-site application by function and alternative.

Over the past 20 years, Busan Metropolitan City has contributed not only to improving fiscal soundness by saving a total of KRW 569.7 billion through Design Value Engineering (VE), but also to enhancing the quality and functionality of public facilities and securing safety.

Mayor Park Heong-joon stated, “This year, Busan Metropolitan City plans to conduct Design Value Engineering (VE) for more than 40 construction projects, including the basic and detailed design for the Buk-gu District Office New Building Construction Project,” adding, “Through the solid and effective operation of the system, we will proactively strive to prevent budget waste factors in advance and provide citizens with convenient and safe facilities.”
