Busan Metropolitan City Establishes and Implements the 6th Informatization Master Plan (2026–2030), Presenting an AI Innovation Roadmap

Busan Metropolitan City Mayor Park Heong-joon announced that the city has established and will implement the “6th Busan Metropolitan City Informatization Master Plan (2026–2030)” to proactively respond to the era of deepening digital transformation, in which cutting-edge technologies such as large-scale AI, data, and cloud computing are reshaping the economy and society, and to strengthen future competitiveness.

The master plan is a statutory plan established in accordance with the Electronic Government Act and the Ordinance on the Framework for Informatization of Busan Metropolitan City. With the vision of “Busan, a global hub city innovating through people-centered artificial intelligence (AI),” it presents Busan-style strategies for AI transformation (AX) and digital transformation (DX), and includes four key strategies, 18 priority tasks, and 56 implementation tasks.

[1] Intelligent AI-Driven Administrative Innovation
Busan Metropolitan City will expand the introduction of Busan-style AI agents, establish an AI- and administrative data-based framework, advance administrative innovation based on a data hub, and strengthen civil servants’ AI and digital capabilities, thereby establishing a data-centered system for policy planning and execution.

[2] Provision of Hub-Type Integrated Services
The city will strengthen AI and digital transformation across urban infrastructure by building a global integrated tourism hub system, innovating AI-powered customized leisure services, digitalizing environmental safety based on AI, establishing an integrated intelligent transportation system, and building an AI-based real-time safety system.

[3] Transformation into a Convergent Innovation Ecosystem
By supporting industrial data linkage among local businesses, promoting Busan-style leading AI projects, establishing an integrated industrial support system, creating digital industry innovation hubs, and fostering a “Global Blue City” AI innovation ecosystem, the city will accelerate the digital transformation (DX) of regional strategic industries.

[4] Expansion of Customized Life Care
By providing life-stage tailored AI services, preparing inclusion measures for digitally vulnerable groups, building public healthcare and daily safety platforms, and advancing systems for preventing and responding to digital crimes, Busan Metropolitan City will build an inclusive digital environment.

Through this master plan, Busan Metropolitan City plans to systematically advance AI and digital transformation across administration, industry, the city, and citizens’ daily lives.

In addition, the plan includes annual roadmaps and budget allocation plans, as well as organizational and institutional improvement measures, based on analyses of domestic and international technology trends and case studies, surveys of citizens and civil servants, and expert interviews.

Park Geun-rok, Assistant Mayor of Administrative Management Bureau, said, “We have completed a blueprint for ‘AI-Innovated Busan’ through this new informatization master plan,” adding, “With a KRW 373.0 billion roadmap, we will innovate administration, the economy, and civic life overall, and make a leap forward as a global AI hub city.”
