Busan Metropolitan City Selected as an “Outstanding Institution” in the 2025 Local Regulatory Innovation Performance Evaluation

□ Busan Metropolitan City (Mayor Park Heong-joon) announced that it has been selected as an outstanding institution among metropolitan local governments in the Ministry of the Interior and Safety’s “2025 Local Regulatory Innovation Performance Evaluation,” securing KRW 200 million in Special Local Allocation Tax.

○ The Ministry of the Interior and Safety evaluates 13 indicators (11 indicators for basic local governments)—including effort, contribution, and operational performance—covering 243 local governments nationwide (17 metropolitan governments and 226 basic local governments). It then selects 24 local governments (3 metropolitan and 21 basic) as outstanding institutions and provides Special Local Allocation Tax.

○ In the evaluation for basic local governments, Haeundae-gu and Suyeong-gu were also selected as outstanding institutions, each securing KRW 100 million in Special Local Allocation Tax.

□ In this evaluation, Busan Metropolitan City received high marks for its efforts toward comprehensive regulatory innovation by activating diverse cooperation channels, including: ▲ identifying tasks related to central-government regulations and locally stalled or delayed projects ▲ actively addressing livelihood, shadow, and community-based regulations.

○ In addition, to revitalize the local economy and reduce inconvenience to citizens, Busan Metropolitan City worked to improve field-centered regulations across diverse areas by operating: ▲ the Regulatory Proof Responsibility System ▲ the On-site Regulatory Reporting Center ▲ regulatory innovation task forces (TFs) with district and county governments and public institutions.

○ The City also prioritized the identification of regulations affecting people’s daily lives and pursued highly tangible regulatory improvements to respond to rapid demographic change by 추진하여, including: ▲ a public contest for ideas on livelihood regulations ▲ improving eligibility criteria for benefits for multi-child households (from three children to two children).

□ Furthermore, the City’s case titled “Regulatory Improvement on Dual Planning for Industrial Facility Lots within Industrial Complexes (City’s Industrial Sites Division)” was highly recognized as a representative business-support achievement that reduces the financial burden on tenant companies by improving regulations so that, depending on circumstances, local governments can determine whether to establish a district unit plan. This case won the top prize at the “2025 Busan Metropolitan City Best Practices Competition for Regulatory Innovation” and also received an Excellence Award (Minister of the Interior and Safety Award) at the “2025 Best Practices Competition for Local Regulatory Innovation,” hosted by the Ministry of the Interior and Safety.
