Citizens Select the Best Ideas: Ten Public Institution Employee Proposals Chosen to Be Developed into Policy

Busan Metropolitan City Mayor Park Heong-joon announced that ten outstanding ideas have been selected as a result of the Policy Idea Contest held for employees of public institutions.

This contest was held under the theme, “Ideas Proposed by Public Institution Employees Become Policies for Happier Citizens and a Better Busan.” It aimed to identify policy ideas that would enhance citizens’ quality of life and strengthen Busan’s status as a Global Hub City, and to incorporate those ideas into municipal administration.

During the submission period, Busan Metropolitan City received a total of 503 ideas. Through preliminary screening, 51 ideas were selected, followed by expert evaluation to narrow the number to 15. These were then subjected to citizen evaluation, after which 10 final ideas were selected. Rankings were determined through presentation evaluations and additional point assessments.

Of the ten selected ideas, one received the Grand Prize, one the Gold Prize, two the Silver Prize, and four the Excellence Prize.

The idea awarded the Grand Prize was “Adding Culture to Public Transportation: A Transportation–Tourism Convergence Project,” proposed by the Public Transportation Activation Promotion Team, composed of employees of Busan Transportation Corporation.

This proposal links various modes of public transportation—such as urban railways and buses—with Busan’s tourism resources, intellectual property (IP) content, and experiential platforms to encourage greater use of public transportation. It received the highest scores at every stage of evaluation, including the online citizen evaluation, for its proposal to transform transportation culture into a tourism platform while attracting more visitors.

The Gold Prize was awarded to two proposals: “Creating the Daejeo Depot ‘Forest of Meditation’ as a Citizen-Open Park,” proposed by Jeong Yoon-deok of Busan Transportation Corporation, and “Enhancing Smoke Control Performance through Structural Modification of Tunnel Ventilation Facilities,” proposed by the Jikimteo Team of Busan Infrastructure Corporation.

Jeong Yoon-deok proposed opening the Forest of Meditation at the Daejeo Depot as a public park so that all citizens can enjoy green spaces.
The Jikimteo Team suggested an innovative idea to significantly improve tunnel smoke control performance during fires through structural modifications to existing facilities, achieving substantial improvements even with limited budgets.

In addition, a variety of ideas were selected that can enhance citizen safety and everyday convenience, including an integrated lost-and-found inquiry service, an AI-based disaster response system, and an early missing-person detection system.

The Silver Prize winners included:
– “Establishing an AI Data-Based Disaster Response System for Heavy Rainfall and Fire in Underpasses,” by Ha Jung-hwan of Busan Transportation Corporation
– “An Integrated Lost-and-Found Inquiry Service for Public Transportation Users in Busan,” by Yang Dong-gyun of Busan Transportation Corporation
– “A Public Transportation-Mounted Road Exploration System and AI-Based Analysis System,” by Kim Dong-jun of Busan Transportation Corporation

The Excellence Prize was awarded to the following proposals:
– “Activating Bicycle Tours along the Lower Nakdong River Linked with Rail Bike Markets,” by Lee Seok-won of Busan Transportation Corporation
– “Cool & Clean Busan: A Cooler and Cleaner City Created through the Reuse of Treated Wastewater,” by Lee Dong-gyu of Busan Environmental Corporation
– “Establishing an Integrated Platform for Providing Citizen Convenience Information Based on Busan Public Data (Busan Happy Map),” by Won Gwang-hae of Busan Techno Park

Meanwhile, Busan Metropolitan City also selected institutional awards by comprehensively considering participation levels, the number of selected ideas by evaluation stage, and final rankings.

The Grand Institutional Award was presented to Busan Transportation Corporation, which produced the largest number of award-winning ideas. The Institutional Excellence Awards were presented to Busan Economic Promotion Agency and Busan Global City Foundation, both of which demonstrated high levels of employee participation.

Mayor Park Heong-joon personally presented awards to the Grand Prize and Gold Prize winners at the City–Public Institutions Communication & Empathy Workshop held on December 19. Busan Metropolitan City plans to explore ways to turn the ideas identified through this contest into tangible policies that citizens can experience in their daily lives.

Kim Kyung-tae, Assistant Mayor of the Planning and Coordination Office of Busan Metropolitan City, stated, “We will make every effort to turn the ideas discovered through this contest into actual policies,” adding, “We will continue to identify diverse policy ideas from frontline employees and work to enhance citizens’ happiness.”
