Busan Metropolitan City (Mayor Park Heong-joon) announced that it will distribute Practical Use of Artificial Intelligence (AI) and the ’25 Learning Outcomes Casebook to City Hall and affiliated organizations as a practice-oriented reference designed to help public officials more easily and accurately apply generative AI to administrative tasks.

The casebook’s most distinctive feature is its organization of immediately applicable, real-world examples of AI use across a wide range of tasks, including report planning, data analysis, and administrative document drafting, enabling public officials to consult it directly in their day-to-day work.

In addition, after strengthening public officials’ foundational and practical AI utilization skills through this year’s introductory and intermediate AI training programs, the casebook also includes the development process of pilot public services implemented through AI learning groups. As a result, it has been completed as a comprehensive AI practical manual that connects training, practice, and outcomes.

In particular, the publication is significant in that, for the first time within the City’s public service, AI learning groups have developed AI-based services that enhance administrative efficiency.

Participating public officials advanced beyond basic use to the stage of directly planning and developing services by implementing various pilot administrative services, such as civil complaint support platforms and data-driven citizen convenience services.

Looking ahead, the City plans to continue expanding the cultivation of AI specialists by broadening professional AI training programs.

At the same time, Busan Metropolitan City is distributing guidelines and a checklist for the safe use of generative AI to promote a culture of responsible AI use among public officials.

The guidelines present fundamental principles such as fairness, reliability, and security, outlining essential criteria that public officials must review when utilizing AI.

Rather than imposing excessive restrictions, the City aims to establish an administrative culture centered on autonomous and responsible AI use.

Going forward, Busan Metropolitan City plans to strengthen the virtuous learning cycle linking ▲AI education ▲practice-based learning groups ▲pilot public service development ▲performance sharing (casebooks), thereby enhancing AI utilization capabilities across the entire public sector and continuously expanding administrative innovation.

Cho Young-tae, Director General of the Administrative Management Bureau of Busan Metropolitan City, stated, “This casebook serves as the most helpful reference for City officials applying AI to their practical work, as well as a condensed report of the City’s efforts and achievements over the past year in utilizing AI technologies,” adding, “We will continue to expand AI capacity building and practical support so that Busan can establish itself as the city that uses AI most effectively in the public sector.”
