Central Land Tribunal Approves Expropriation Adjudication for Land and Properties for the Construction of Gadeokdo New Airport

Busan Metropolitan City Mayor Park Heong-joon announced that the Central Land Tribunal approved, on December 11, an expropriation adjudication for land and properties incorporated into the Gadeokdo New Airport construction project for which compensation negotiations with landowners had not been successfully concluded.

The Gadeokdo New Airport construction project has involved compensation negotiations since June, conducted by Busan Metropolitan City as the entrusted agency and the landowners concerned. A total of three rounds of negotiations were held over a two-month period (June 5 to August 8). As compensation agreements were not reached for 491 land parcels (approximately 267,000 square meters) and related properties, applications for expropriation adjudication were submitted to the Central Land Tribunal in three rounds in September.

In this adjudication, approval was granted for 481 land parcels (approximately 264,000 square meters) and related properties. The remaining 10 land parcels (approximately 3,000 square meters) are scheduled to be reviewed in January 2026.

Expropriation adjudication is an administrative act under the Land Compensation Act whereby, when compensation negotiations between landowners and the project implementer fail, the compensation amount and the acquisition of ownership of land and other assets required for public projects by the project implementer (such as the state) are determined.

In accordance with the expropriation adjudication by the Central Land Tribunal, ownership of the land incorporated into this project will be transferred to the state (Ministry of Land, Infrastructure and Transport) on the scheduled commencement date of expropriation, February 4, 2026.

Landowners who object to the adjudication may, in accordance with relevant laws, file an objection with the Central Land Tribunal or pursue remedies through administrative litigation.
