Completion Ceremony Held for the Sumin District Stormwater Retention Facility Project

Busan Metropolitan City (Mayor Park Heong-joon) announced that it successfully established a disaster prevention system for the Sumin-dong area in Dongnae-gu, which has long suffered from recurring torrential rain damage, by holding the completion ceremony for the “Sumin District Stormwater Retention Facility Construction Project” today (28th) at 11:00 at Sumin Eoull Park in Dongnae-gu.

The ceremony was attended by Mayor Park Heong-joon, Dongnae-gu Mayor Jang Jun-yong, project officials, and local residents, with approximately 200 participants celebrating the project’s completion.

A stormwater retention facility is designed to temporarily store large volumes of rainwater inflow during short periods of heavy rainfall, thereby relieving overloading of the drainage system and preventing urban flooding. Installed in various forms such as storage tanks and retention basins, these facilities help delay runoff and reduce flood risks for rivers and downstream areas.

The “Sumin District Stormwater Retention Facility Construction Project” was launched to address the longstanding need of the Sumin district, which suffered extensive property damage due to repeated torrential rainfall in July 2009, August 2014, September 2017, and other events. After continued efforts by the City and Dongnae-gu, the project was designated a new site for the Ministry of the Interior and Safety’s stormwater retention facility program in September 2019, began construction on January 6, 2022, and was completed on October 31, 2025. A total project cost of 47.6 billion KRW was invested, including 23.8 billion KRW in national funding, 18.425 billion KRW from the City, and 5.375 billion KRW from the District.

The facility is capable of storing up to 35,000 tons of stormwater, the largest capacity among such facilities in the City. Through this, Busan Metropolitan City expects to effectively prevent flooding in the low-lying, flood-prone Sumin-dong area of Dongnae-gu, thereby safeguarding the safety and property of local residents.

In addition, a park covering 7,132 square meters will be created in the upper-level space above the underground retention facility. This park is expected to contribute to multiple urban benefits—reducing flood risks, expanding insufficient urban green space, providing areas for relaxation, cultural activities, and sports, and improving the environment, mitigating the heat island effect, and enhancing the urban landscape.

Mayor Park Heong-joon is expected to say, “I am very pleased that this project has enabled us to protect the safety and property of residents who have long suffered from recurring flooding. We plan to develop the upper-level space into a park that will become a part of residents’ everyday lives, offering rest and community interaction. We hope it will become a new landmark of Sumin-dong where nature and people come together in harmony.”
