Busan Metropolitan City Out-of-School Youth Support Center Selected as “Top Excellent Institution (1st Place)” in the 2025 Comprehensive Evaluation by the Ministry of Gender Equality and Family

Busan Metropolitan City announced that its Out-of-School Youth Support Center was selected as an Excellent Institution in the “2025 Comprehensive Evaluation of Out-of-School Youth Support Centers,” hosted by the Ministry of Gender Equality and Family and organized by the Korea Youth Counseling & Welfare Institute. The Center earned the highest score among the 16 metropolitan and provincial governments nationwide, receiving a commendation from the Minister of Gender Equality and Family.

The Ministry of Gender Equality and Family conducted this comprehensive evaluation for the first time this year, based on Article 12-2 of the Act on Support for Out-of-School Youth, targeting all 220 Out-of-School Youth Support Centers nationwide.

The evaluation covered five categories: project infrastructure, operational performance, center cooperation, local government efforts to support out-of-school youth, and operational case studies.

In this year’s evaluation, the Busan Metropolitan City Out-of-School Youth Support Center was the only metropolitan-level institution among 16 regions to be selected as an Excellent Institution. At the district and county evaluation level, the Saha-gu Out-of-School Youth Support Center was also selected, along with 14 other institutions nationwide.

The award ceremony took place yesterday (November 20) in Seogwipo, Jeju, during the “2025 Out-of-School Youth Support Project Reporting Conference.”

The city- and district-level Out-of-School Youth Support Centers help out-of-school youth return to their studies and enter society, supporting them in becoming healthy and independent members of the community. A total of 222 centers are currently in operation nationwide.

Through its Out-of-School Youth Support Center, Busan Metropolitan City provides a variety of services tailored to the individual characteristics and needs of out-of-school youth.
The Center conducts outreach to identify out-of-school youth and offers diverse support programs, including academic resumption, qualification exam preparation, vocational training, certification acquisition, employment assistance, and self-development programs.

The City will continue to expand services such as counseling, program operations, connections with external resources, career and social adaptation information, and rights protection, ensuring continued support for out-of-school youth.

Park Seol-yeon, Director General of the Busan Women & Family Bureau, stated, “This recognition as an Excellent Institution is the result of our City’s continued efforts to guarantee educational opportunities for out-of-school youth and strengthen their self-reliance. We will continue to support out-of-school youth so they may grow into healthy members of society.”
