Busan Metropolitan City Releases New List of 598 High-Value and Habitual Delinquents of Local Taxes and Administrative Penalties

Busan Metropolitan City (Mayor Park Heong-joon) announced today (19th) at 10:00 a.m. that it has disclosed a new list of 598 high-value and habitual delinquents—463 for local taxes and 135 for administrative penalties and surcharges—whose total arrears amount to KRW 36.3 billion. The list is available on the Busan Metropolitan City website and the Busan Cyber Local Tax Service.

The annual disclosure of “high-value and habitual delinquents” is conducted simultaneously by all local governments nationwide on the third Wednesday of every November. Together with measures such as exit restrictions and the registration of delinquent information in public databases, the disclosure serves as an indirect enforcement tool aimed at raising awareness of tax obligations and fostering a culture of diligent tax payment.

Eligible for disclosure are those who, as of January 1 this year, have been delinquent for more than one year and:
▲ Individuals or corporations with combined arrears of KRW 10 million or more in local taxes nationwide; or
▲ Individuals or corporations with combined arrears of KRW 10 million or more in administrative penalties and surcharges owed to Busan Metropolitan City.
These individuals or entities must also have been given at least six months to provide an explanation but failed to make payment without a justifiable reason.

The newly disclosed list is available on the Busan Metropolitan City website (www.busan.go.kr/nbgosi), the Busan Cyber Local Tax Service (etax.busan.go.kr), and Wetax (www.wetax.go.kr). The list includes the delinquent party’s name or business name (for corporations), age, occupation or business type, address, and amount of arrears. For corporations, the name of the representative is also disclosed.

This year’s disclosure includes:
▲ 193 corporations (KRW 17.023 billion in arrears) and 270 individuals (KRW 9.013 billion in arrears) for local taxes; and
▲ 31 corporations (KRW 5.612 billion in arrears) and 104 individuals (KRW 4.658 billion in arrears) for administrative penalties and surcharges.

Immediately following today’s disclosure, the city will begin strong enforcement actions against high-value delinquent taxpayers, including requesting the Korea Customs Service to seize and auction imported goods.

Kim Gyeong-tae, Director General of Planning and Coordination, stated, “Through the disclosure of high-value and habitual delinquents, we will continue to cultivate a culture of responsible payment of local taxes and administrative penalties.” He added, “For those who intentionally evade payment by concealing assets despite having the ability to pay, the city will mobilize all administrative resources to collect the arrears.”
