Busan Metropolitan City Hosts International Conference to Promote Maritime Legal Services

Busan Metropolitan City (Mayor Park Heong-joon) announced that it would hold the International Conference on Korea-China Maritime Arbitration Cooperation and the Significance of Establishing the Busan Maritime Court (hereinafter referred to as “the Conference”) today (October 28) at 2 p.m. at the Haemaru Hall of the Commodore Hotel Busan.

The Conference was organized to build public consensus on the establishment of a Maritime Court in Busan and to discuss strategies for revitalizing maritime arbitration and related legal services. The event is co-hosted by Busan Metropolitan City, the Department of Maritime Law at Korea Maritime & Ocean University, and the Asia-Pacific Maritime Arbitration Centre.

The Conference, held under the theme of “Korea-China Maritime Arbitration Cooperation and the Significance of Establishing the Busan Maritime Court,” features two presentation sessions followed by a discussion and opinion-sharing segment. Approximately 100 participants are expected to attend, including members of the Busan Bar Association, maritime law scholars, and representatives from the shipping and port sectors.

In Session 1, Li Hu, Vice Chair of the China Maritime Arbitration Commission, will deliver a presentation titled “The Current Status and Significance of China’s Maritime Arbitration” (with simultaneous interpretation), followed by a presentation by Attorney Choi Jae-won of Siwoo Law Firm on “The Emergence of Busan as a Maritime Legal Hub and the Future of Korea-China Cooperation in Maritime Dispute Resolution.”

In Session 2, Professor Ko Hyung-seok of Korea Maritime & Ocean University will speak on “Training Professionals in Maritime Arbitration and Litigation Following the Establishment of the Maritime Court,” and Professor Lee Sang-il of the same university will present on “Seafarer Disputes and the Role of the Maritime Court.”

After the presentations, a lively discussion on maritime arbitration activation and the significance of establishing the Busan Maritime Court will take place, moderated by Professor Jeong Young-seok of Korea Maritime & Ocean University.
Panelists include Park Moon-hak, Chair of the Busan Bar Association’s Committee for the Establishment of the Maritime Court; Hong Hui-min, Deputy Director of the China Maritime Arbitration Commission; Kim Tae-hoon, Director of the Korea Commercial Arbitration Board; Park Han-seon, Senior Research Fellow at the Korea Maritime Institute; and Kim In-yu, Professor at Korea Maritime & Ocean University.

Park Geun-rok, Director General of the Maritime Affairs, Agriculture, and Fisheries Bureau of Busan Metropolitan City, stated,
“Through this international conference, we hope to draw meaningful strategies to invigorate maritime legal services and increase public interest and support for the establishment of the Busan Maritime Court. The City of Busan will continue close collaboration with the legal community, the shipping and port industries, and civic organizations to promote the establishment of a specialized maritime court in Busan, which will serve as a cornerstone for future-oriented maritime knowledge and financial service industries.”
