Western Busan Complex Industrial Complex Approved for Lifting of Development Restriction Zone (GB) — To Be Created as a Hub for Regional Economic Innovation

Busan Metropolitan City (Mayor Park Heong-joon) announced that, today (October 23), the Central Urban Planning Committee under the Ministry of Land, Infrastructure and Transport (MOLIT) approved the lifting of approximately 1.3 million square meters of the Development Restriction Zone (GB) for the “Western Busan Complex Industrial Complex” development project.

This project aims to create a 1,385,526-square-meter (approximately 139 hectares) general industrial complex for regional-led innovative growth in the Gangdong-dong area of Gangseo-gu. It is intended to advance and digitalize local strategic industries to respond to the changing industrial environment.

In October 2024, the city submitted an application to MOLIT for approval to amend the urban management plan (lifting of GB designation) for part of the development restriction zone. On June 12, 2025, the Central Urban Planning Committee under MOLIT decided that the proposal would be “reconsidered after supplementation.” After carefully reviewing and fulfilling the supplementary requirements, the city resubmitted the plan and received approval today (October 23), securing a foundation for full-scale project implementation.

Overview of the Western Busan Complex Industrial Complex Development Project

• ●Main industries: Machinery, electricity, electronics, etc.

Once completed, the project is expected to secure sufficient industrial land within the city to meet the future demand for industrial complex development, creating jobs and serving as a driving force for regional economic revitalization.

In addition, together with other development projects in Gangseo-gu such as the newly designated 2nd Eco Delta City and the Northeast Asia Logistics Platform (Triport Complex Logistics District), the project is anticipated to establish a new growth engine for Busan’s future.

The project will also be linked to major infrastructure such as the Sikman–Sasang (Daejeo Bridge) road network, realizing a “15-minute city” and a “compact city,” thereby developing the Western Busan Complex Industrial Complex into a central hub of the western region of Busan.

Furthermore, by linking with nearby projects such as the Busan Research and Development Special Zone and Public Housing Development Projects, the city expects to build the “Western Busan Revitalization Belt,” which connects research and development, industry and logistics, and residential functions, transforming the Gangseo area into a self-sufficient city where work and residence coexist in proximity.

With the creation of the Busan Research and Development Special Zone and the Gangdong–Daejeo Public Housing Districts nearby, a virtuous cycle connecting research and development, industry and logistics, and residential functions will be established, completing the self-sufficient urban ecosystem of Western Busan.

Mayor Park Heong-joon remarked, “This lifting of the development restriction zone (GB), which represents the most critical step in the project, marks the beginning of full-scale implementation of the long-awaited Western Busan Complex Industrial Complex in the Gangdong-dong area of Gangseo-gu. The city will diligently complete the administrative procedures for establishing the industrial complex plan and carry out the compensation and project implementation processes swiftly to develop the complex into a hub of regional economic innovation.”
